Description
1. THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BIDS. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 2. Proposed Solicitation Number: N4008418T5405. FSC Code: P400; NAICS Code: 238910. 3. PROCUREMENT METHOD: The Government intends to utilize FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items, and FAR Part 12, Acquisition of Commercial Items. 4. CONTRACT TYPE: The anticipated contract type is a Firm-Fixed Price (FFP) Contract. 5. LOCAL SOURCE RESTRICTIONS. This solicitation is intended only for local sources in accordance with FAR 5.202 (a)(12). Local sources are those persons or entities that, prior to award, are lawfully registered to conduct business in Japan. Quotes from non-local sources will not be considered under this solicitation in accordance with provisions of the U.S.-Japan Status of Forces Agreement. 6. CONTRACTOR LICENSING REQUIREMENTS. Prior to award of any contract, quoters must be registered to do business in Japan. The Contractor shall obtain all required permits, licenses, and authorizations to perform work under this contract and comply with all the applicable Federal, host nation (Japanese), prefectural and local laws and regulations. 7. STATUS OF FORCES AGREEMENT. The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. 8. PROJECT SCOPE: NAVFAC Far East, Facilities Engineering and Acquisition Division (FEAD) Iwakuni has a requirement for contractor support for Demolition B#203 and B#1747 at U.S. Marine Corps Air Station (MCAS) Iwakuni, Japan. B#203 is a 3-stories/floors, 35,856 sf. Bachelor Enlisted Quarters (BEQ) constructed in 1980. B#1747 is a 1-story/floor, 3,944 sf. Aviation Support (AVSUP) Response/Quality Assurance shop constructed in 1977 for aviation maintenance requirements. The Contractor shall perform demolition, removal and disposal of Building Unit(s), including Backfilling, Grading, Compacting, Topsoiling and Sodding. The Contract is performance-based specification relying on the Contractor s experience and expertise determining the best method of providing those services. The performance period is 210 calendar days after date of award. The time stated for completion shall include final cleanup of the premises. 9. SYSTEM FOR AWARD MANAGEMENT REGISTRATION. Quoters must be ACTIVELY registered in the System for Award Management (SAM) database to be eligible for award. For more information please go to https://www.sam.gov. Interested contractors are encouraged to register as soon as possible. 10. PLANNED SOLICITATION ISSUING DATE. On or about 03 Jul 2018. The Government does not intend to issue amendment(s) to this Presolicitation Notice if/when the planned solicitation issuing date is changed. Interested contractors can view and/or download the solicitation from Asia Navy Electronic Commerce Online (AsiaNECO) website at https://asia.neco.navy.mil when it becomes available. 11. Hard copies of the solicitation will not be provided. It is the Contractor s responsibility to check the websites periodically for any amendments to this solicitation. All interested contractors shall register at the website https://asia.neco.navy.mil. 12. Interested firms are requested to provide FEAD Iwakuni with capability statements including at a minimum: 1. Company Name, DUNS Number and CAGE Code, 2. Mailing Address, and 3. Point of Contact Information including phone/fax numbers and email address. Capabilities statement should be submitted via email to Youko Abe at youko.abe.ja@usmc.mil. However, any information submitted by respondents to this notice is strictly voluntary. 13. The information being provided does not constitute a Request for Proposal, Request for Quote, Invitation for Bids, or a commitment of the part of the Government neither to award a contract, nor to pay for any costs responding to this notice and / or to the solicitation. This notice shall not be construed as a commitment by the Government for any purpose.
