- The Bureau of Land Management (BLM), Oregon State Office intends to solicit one (1) firm fixed price commercial items services requirement for ethnographic services study located at within the vicinity of Vale District area of responsibility as a single source to Confederated Tribes of Umatilla Indian Reservation as the only reasonable source available pursuant to FAR subpart 13-106(b) to conduct historical, archival, ethnographic research at the level necessary to identity and define potential properties of religious and cultural significance and/or TCPs/. This work will require interviews with knowledgeable tribal informants. National Park Service ¿s Bulletin 38 shall be used as technical guidance for the study. Professional qualifications meeting the Secretary of the Interior Standards may be necessary to conduct interviews, and gather and compile historical and ethnographic data into a professional report. The ability to respond to and complete assignments with a high quality of performance within a stringent timeframe is essential. The location of the ethnographic study area includes the BLM parcel located in T.12S. R.39E, Sec 9,10,14,15,16,21,22,23,26,27. As described in National Park Service Bulletin 38, Guidelines for Evaluating and Documenting Traditional Cultural Properties; ¿One kind of cultural significance a property may possess, and that may make it eligible for inclusion in the Register, is traditional cultural significance. 'Traditional' in this context refers to those beliefs, customs, and practices of a living community of people that have been passed down through the generations, usually orally or through practice. The traditional cultural significance of a historic property, then, is significance derived from the role the property plays in a community's historically rooted beliefs, customs, and practices. ¿ The CTUIR have a unique relationship with the study area and it is BLM ¿s understanding that the property has traditional cultural significance to CTUIR. Therefore, the CTUIR are the subject matter experts and they have knowledge and expertise that cannot be found outside of the CTUIR. The National Park Service Bulletin 38 also speaks to the fact that this type of knowledge may not be available outside of the community for which the property has traditional cultural significance, in the following quote. ¿In some cases such properties may not be discernible as such to anyone but a knowledgeable member of the group that ascribes significance to them; in such cases it may be impossible even to find the relevant properties, or locate them accurately, without the aid of such parties. ¿ For this reason, the CTUIR are essential to the quality and success of this ethnographic study. This parcel is approximately 3,230 acres. The performance period is from date of award through 11/15/2018. The NAICS code is 541990, UNRESTRICTED.
