- NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Simplified Acquisition Branch intends to negotiate on a sole source basis with Productivity Quality Systems, Inc., 210 B East Spring Valley Road, Dayton, OH 45458-2653 using the procedures in FAR Part 13, and in reference to 41.U.S.C. 253(c)(1), to purchase four (4) perpetual GAGEpack CL licenses and GAGEpack maintenance plans for use by National Weather Service (NWS), Sterling Field Support Center. This procurement supports the ability of the Automation Surface Observing System program and the Pressure Standards Laboratory to track equipment, log calibrations and maintenance events, and generate reports for past, present and future asset traffic. This procurement would allow for more concurrent users to access the software at one time. The Automation Surface Observing System program and the Pressure Standards Laboratory intends to purchase four (4) additional perpetual GAGEpack licenses adding to the existing two (2) licenses already successfully implemented and used by the Automation Surface Observing System program and Pressure Standards Laboratory at the Sterling Field Support Center. This software has already been successfully implemented and is meeting the requirements and needs of the Automation Surface Observing System program and the Pressure Standards Laboratory. The vendor, Productivity Quality Systems is the developer of GAGEpack and holds all proprietary and data rights. Productivity Quality Systems does not authorize resellers or distributors for GAGEpack. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 511210, Software Publishers with a business size standard of $38.5M. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a quotation which shall be considered by the agency. A Sole Source, 100% Small Business Set-Aside is attached and will remain open for 15 calendar days. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to Wendy.Culbreth@noaa.gov no later than the due date for quotes listed on the solicitation when posted.
