Description
Agency Announcement For Proposals (AFP) PURPOSE OF THIS NOTICE The National Aeronautics and Space Administration (NASA) is seeking to facilitate the use of certain underutilized propulsion test facilities at Stennis Space Center (SSC). This notice is issued by NASA's SSC which has responsibility for the management of these facilities. The A-2, A-3 and E-2 propulsion test facilities at SSC, as described in more detail in the Attachment, Agency Announcement For Proposals (AFP), are considered underutilized and are available for commercial space activities. These propulsion test facilities are potentially useful for commercial space launch companies to support propulsion test activities while assuming financial and technical responsibility for operations and maintenance. Such commercial use would not only preserve the test facilities against the deterioration that would result from nonuse, it would further support NASA in fulfilling its mandate to, "seek and encourage, to the maximum extent possible, the fullest commercial use of space." 51 U.S.C. 20112(a)(4). Such use is also authorized under the Commercial Space Launch Act, 51 U.S.C. 50913(a)(1), which encourages the acquisition by the private sector of launch or reentry property, and launch or reentry services, of the U.S. Government that is excess or otherwise not needed for public use. These assets are being provided to proposers in an ‘as is' condition.
