- The Q&A period is now closed. The Government is reviewing submitted questions and will post responses in the next 2 weeks to FBO. The proposal deadline has been revised to Friday, July 20, 2018 at 1600 EST. A formal Amendment to the solicitation with minor corrections and this revised date will be posted with the Q&A document. __________________________________________________ This announcement constitutes a Request for Proposal (RFP) in accordance with Federal Acquisition Regulations (FAR) Part 15. This procurement will be conducted utilizing Full and Open Competition in accordance with FAR Subpart 6.1 under North American Industry Classification System (NAICS) code 541618 (Other Management Consulting Services). The Government anticipates the award of a multiple award indefinite-delivery, indefinite-quantity (IDIQ) contract with an ordering period of one base year and four one-year options. Task orders are expected to be issued on a firm-fixed-price (FFP) basis. Award(s) will be made based on best value to the Government through the tradeoff source selection process. Please note that all RFP, amendment(s) and/or publicly releasable documentation will reside on Federal Business Opportunities (www.fbo.gov). It is recommended that interested offerors check the site frequently for any updates. Proposal submission deadline is no later than Friday, July 20, 2018 at 16:00 EST. The U.S. Army Engineer Institute for Water Resources (IWR) was formed in 1969 to provide the U.S. Army Corps of Engineers (USACE) Civil Works (CW) Program with the capability to analyze and anticipate emerging water resources trends and issues facing our nation. This requirement will encompass analytical and professional support services to assist in accomplishing all aspects of the Civil Works Navigation mission area, as well as other related mission areas to include Flood Risk Management, Aquatic Ecosystem Restoration, Hydropower, Regulatory, Recreation, and Water Supply, etc. The major components of this requirement includes support for the Navigation and other USACE business lines, such as Decision Support, which consist of data analysis, graphical representation of data, GIS applications, and Future Directions work. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via FBO. Offerors are responsible for routinely checking FBO for any possible solicitation amendments that may be issued.
