- Appendix A- Source of Sought Survey Statement of Work (DRAFT) - HCaTS SB Pool 1 This is not a solicitation announcement. This is a Sources Sought Synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (HubZone, 8(a), Small, Small Disadvantaged, Veteran Owned, Women Owned, or Service Disabled Veteran Owned Small Business) relative to NAICS Codes 611430, 61699, and 624310 (size standard $11 million) for the on-ramping of new vendors to the Human Capital and Training Solutions (HCaTS) Small Business (SB) Pool 1 indefinite delivery/indefinite quantity (IDIQ) contract. Services under HCaTS SB Pool 1 include: (1) customized training and development services (2) human capital strategy services, and (3) organizational performance improvement services to all Federal agencies. See the attached Statement of Work (SOW) for the complete description of the requirement. The objective of HCaTS SB is to provide Federal agencies with a total integrated and customized solution for the above three Key Service Areas (KSAs). These KSAs identify general lifecycles and specific disciplines and are not meant to be all inclusive. Ordering Contracting Officers (OCOs) have the authority to define requirements and award task orders that meet their specific needs so long as the preponderance of the scope falls under the definition of one of more KSA(s). The intended contract period will be for a Base Period of Performance beginning at award and running though 9 November 2021 with one 5-year Option period. The completed form should be emailed to HCaTSPMO@gsa.gov no later than Monday, 2 July 2018. NOTE: Paper copy will not be considered. Telephone responses will not be accepted. Late responses will not be accepted. This is strictly market research and the Government will not entertain any questions. Respondents will not be notified of the results of the evaluation. This notice shall not be construed as a Request for Proposal or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request, so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis of any follow-up information requests. Response is strictly voluntary - it is not mandatory to submit a response to this notice to participate in any formal RFP process that may take place in the future. All interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.
