Description
All quotes and revisions shall be submitted to Karen Gardner via email at Karen.Gardner@ars.usda.gov. Quotes and all revisions are due no later than July 3, 2018, 3:30 PM Eastern Standard Time. Offerors shall ensure the RFQ number is visible in the subject line of the email. Faxed quotes shall not be accepted. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. This solicitation is a 100% Total Small Business Set-Aside. The associated NAICS code is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) Size Standard 1250 employees. The government anticipates a Firm Fixed price contract for a Lightweight, Unmanned Aerial Vehicle (UAV)-Compatible Hyperspectral Imager (HSI) Camera for a DJI Matrice 600 Hexcopter and accessories. All items are pending availability of funding. All responsible quoters shall provide a quotation for line item 01 through 06, line item 07 is optional. This acquisition is for the following items as identified in the Contract Line Item Number (CLIN): •01) Headwall Photonic 1007A-10401 or equivalent 1 ea $_____ Nano-Hyperspec Airborne Package •02) F/1.4, 400-1000nm, Compact Barrel, C-Mount, 17mm p/n 1004A-21444 or equivalent 1 ea $_____ •03) Headwall Photonics 1004A-80100 or equivalent 1 ea $_____ Systems Engineering Services •04) 16 channel LiDAR Headwall Photonics p/n 1005A-31278 1 ea $_____ or equivalent •05) Puck Lite LiDAR mounting Kit for Nano Hyperspec 1 ea $_____ Headwall Photonics p/n 1005A-31298 •06) Shipping (FOB Destination) 1 ea $_____ Optional Line Item. •07) Engineering service to integrate an Allied Vision 4 Mp Mako cmos 1 ea $_____ RGB camera into Headwall's Nano-Hperspec and onto a DJI Matrice 600 UAV, with Ronin gimbal. Salient Characteristics for a lightweight, UAV-Compatible HSI Camera to perform spectral analysis of crops to reduce environmental impact and increase production. The Unit shall have: •a. The camera shall be expressly designed for integration onto a USDA-owned DJI Matrice 600 Pro UAV. •b. Shall be a hyperspectral imaging camera, not a multispectral camera •c. Shall be a " push-broom " spectral imager, and shall not be a "snapshot" or framing camera •d. Shall be a fully-integrated Hyperspectral Imager with embedded Solid-State Data Storage in a 3"x 3" x 3.5" module •e. Shall have a maximum weight < 2 lbs (including a 17mm F/L fore-optic lens and dedicated GPS/IMU). This low weight is required so as to maximize UAV flight times •f. Spectral imager with integrated solid-state storage shall have a maximum power draw of <15 watts •g. Shall have an aberration-corrected, Offner-style Concentric Imager design; Transmission grating- and prism-based optics are not acceptable •h. Shall have an F/2.5 or better aperture for high throughput •i. Shall have a 640 x 512 silicon CMOS 2-D array detector •j. Shall have a minimum 400-1,000nm spectral range •k. Shall have appropriate 2 nd Order filtering •l. Shall have a minimum of 640 cross-track spatial pixels •m. Shall have a minimum of 270 spectral pixels •n. Shall have 5nm FWHM spectral resolution using a 20 micron wide entrance slit; (This is not the grating dispersion or the "pixel resolution") •o. Shall have a concentric imager design that affords excellent MTF Spatial Resolution for crisp images •p. Shall have a concentric imager design that nearly eliminates Smile and Keystone distortions thereby eliminating cross-talk that will degrade spectral and spatial resolution - < 2µ of smile and < 2µ of keystone distortions on the array Region of Interest (ROI) •q. Shall have a low-scatter "Original" convex diffraction grating that achieves low stray light for accurate photometric measurements and better quantitative results (a Replicated diffraction grating is unacceptable) •r. Shall have an all-reflective concentric imager design that eliminates chromatic dispersion allowing all wavelengths in the spectral range to be in focus at once •s. Shall have a maximum frame rate of 300Hz for fast data collection •t. Shall have >450 GB of high speed, solid-state storage that shall be integrated onto the spectral imager •u. Shall have an integrated, compact GPS/IMU and antennae •v. The Spectral Imager control software shall include a "Polygons" software program that allows the user to set up auto-triggering so that the imager only captures data over GPS-defined areas of interest •w. Shall have an easy, high-speed Ethernet transfer of data to your laptop •x. Required Data Processing Software shall reside on a laptop and allow for off-line data processing while subsequent flight missions are being performed •y. Required Data Processing Software shall allow for processing (Radiance conversion, Reflectance conversion, and batch Ortho-Rectification) and viewing of HSI data cubes. It also shall allow for basic Classification analysis to be performed •z. Data cubes shall be saved as industry-standard ENVI-compatible files •aa. A fully-calibrated Reflectance Tarp shall be included with the system •bb. The chosen vendor shall provide integration onto a USDA-owned DJI Matrice 600 UAV •cc. The HSI Camera shall have a customized, actively-stabilized gimbal for the customer-owned DJI Matrice 600 UAV •dd. Future work may require a higher spatial resolution, therefore a fully-telecentric 37mm F/L fore-optic lens shall be available that can used on the C-mount lens mount of the spectral imager. •ee. The required system shall include a 16-channel LiDAR system that is integrated onto the stabilized gimbal along with the Hyperspectral Imaging Camera and the GPS/IMU, and shall provide Digital Elevation Models that can improve the ortho-rectification of the resulting spectral images •ff. Shall be commercially available. •gg. One Year Warranty parts and labor. Optional Item: •hh. The system shall include a 4Mp CMOS RGB "context" camera that is integrated into the HSI sensor The Contractor shall provide all items F.O.B. destination. Location of the Government site is aboard USDA, ARS, Pasture Systems & Watershed Management Research Unit, Bldg. 3702, Curtin Road, University Park, PA 16802 and will be identified in the contract. The Government anticipates award of a Firm Fixed Price contract for one (1) unit each and accessories "Pending Availability of Funding." Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications and (2) Price (to include shipping). Include Warranty information with your quote. Quotes should be valid for 90 days from date of submission. The basis for award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that, results from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Specifications, (2) Price (to include shipping) and must also have satisfactory Past Performance.
