- N00164-18-S-NB81 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - ISO 9001/AS 9100 Registration FSG R499 - NAICS 541611 Issue Date: 18 June 2018 - Closing Date: 25 June 2018 - 1:00 PM EDT REQUEST FOR INFORMATION (RFI) /SOURCES SOUGHT: The Government is issuing this RFI as part of a market survey to determine the availability of sources to provide labor, material, travel and resources necessary to review and register Quality Management Systems at the Naval Surface Warfare Center (NSWC) Crane, IN. This RFI is published to obtain information for use by NSWC Crane Division, for market research and planning purposes only; and is not an announcement of a Solicitation or Request for Quote. There is no solicitation document associated with this announcement. Although "quote" and "offeror" may be used in this Request for Information, your response will be treated as information only. It shall not be used as a quote or offer. This RFI is part of a continuous process for obtaining the latest information on the commercial status of the industry with respect to current and near-term abilities. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. The scope of this effort is as follows in accordance with Statement of Work 1.0 Scope: This Statement of Work (SOW) sets forth the Government's minimum requirements for the contractor to perform registration services in accordance with the applicable ISO 9001 standard for Naval Surface Warfare Center (NSWC) Crane. 1.1 Background: NSWC Crane division performs a diversity of tasks related to Strategic Missions, Expeditionary Warfare, and Electronic Warfare. The NSWC Crane Division provides products and services related to the following disciplines: engineering, logistics, maintenance, acquisition, information technology, and program management. 1.2 Information: The Quality Management Office (QMO) has the lead for NSWC Crane Division's Quality Management System (QMS) registration to the requirements of ISO 9001. The QMO and encompassing divisions have developed and implemented Quality Management System policies, plans, processes and procedures in accordance with ISO 9001:2015 requirements. The NSWC Crane Division has been registered to ISO 9001 since September 2000 and is currently registered to ISO 9001:2015 with a future requirement to register some NAVAIR and Air Force programs to AS 9100. NSWC Crane is aware that the registrar's guidelines may allow for fewer audit-days for registration and surveillance audits based solely on the number of employees. However, the guide does allow for flexibility. NSWC Crane has for many years required audit-days commensurate with the complexity, criticality and diversity of the products and services provided to the United States military by NSWC Crane. These products are utilized on aircraft, in submarines, on naval vessels, and also in extreme environments. Lack of in-service or in-process rigor and discipline can result in fatalities. Historically registrars have provided the number of audit-days requested by NSWC Crane provided they meet the minimum required by the registrar's guide. It is important that the registrar understand the importance and gravity of the work being performed at NSWC Crane. 2.0 Applicable Documents: 2.1 ISO 9001:2015 - Quality management system - Requirements 2.2 AS 9100 Revision D (2016), Quality Management System - Requirements for Aviation, Space and Defense Organizations 3.0 Requirements: The contractor shall provide the labor, material, travel and resources necessary to review and register NSWC Crane Division's Quality Management System to the applicable ISO 9001 standard. The contractor shall in accordance with the applicable ISO 9001 standard identify and document areas in NSWC Crane Division's Quality Management System that do not conform to the specified requirements in the standard. As a minimum, the contractor shall provide fifteen (15) audit-days. If more audit-days are required to maintain the applicable ISO 9001 registration, then the number of required registration audit-days shall be identified and requested in the proposal. 3.1 While on-site, the contractor shall observe all NSWC Crane Division's safety and security policies. 3.2 The contractor shall provide the NSWC Crane technical point of contact a minimum of 60 (sixty) days prior to the audit, an audit agenda for purposes of scheduling the work set forth above. Information of a technical nature may be addressed to: TBD 3.3 Information of an administrative nature may be addressed to: TBD 3.4 The contractor shall: 3.4.1 Conduct a transfer audit (if required) to keep NSWC Crane Division's ISO 9001 registration current. The current registration expires in February of 2019. 3.4.2 Conduct audits at NSWC Crane - Crane, Indiana, as required, for re-registration to the applicable ISO 9001 standard. The audit for NSWC Crane, Indiana is to tentatively take place in the month of October 2018. This audit will encompass approximately 3100 people within approximately 30 organizational units. 3.4.3 Prepare a detailed audit plan identifying the elements of the applicable ISO 9001 standard that will be audited, as well as, the organizational units selected for review. The audit plan shall be provided to the technical and administrative points of contact a minimum of 60 days prior to the first on-site audit day. 3.4.4 After reviewing the Quality Manual and Quality Management System, record, as applicable, any non-conformances which will then form the basis for improvement actions. 3.4.5 Accomplish the audit during normal NSWC Crane business hours (0730-1700) and be completed within a one-week timeframe (Monday-Friday). 3.4.6 Provide a detailed audit report identifying the organization's management system strengths and weaknesses to both the technical and administrative points of contact within 14 calendar days of the last on-site audit day. 3.5 The contractor shall meet the accreditation requirements for registrars as established by the ANSI-ASQ National Accreditation Board (ANAB) or the International Accreditation Service (IAS) and whose scope of accreditation includes management system certification. 3.6 The contractor shall have the capability to register select NSWC Crane organizations to the Quality Management System - Requirements for Aviation, Space and Defense Organizations, AS 9100, and be credentialed as an AS 9100 Certification Body. 3.7 As part of quote, the contractor shall provide a minimum of six (6) prospective employees' credentials, certifications and past performance history particular to the requirements within the Statement of Work. Past performance history shall include evidence that the offeror has auditors experienced with larger, technical organizations. Contact information of past performances shall be provided. It is understood that the requirement allows for three (3) auditors, however to minimize disruption to the command the audits are scheduled for a one-week period utilizing the services of three (3) auditors for five (5) work-days. Should any of those three (3) auditors unexpectedly be unavailable, the depth of auditor availability can help preclude scheduling issues or conflicts. It is also not uncommon for the composition of the audit team to be adjusted periodically to improve the value of the audit at the request of NSWC Crane. 4.0 Government Furnished Information (GFI): The contractor will be provided with information pertaining to the Quality Management System documentation. 5.0 Special Considerations: The following special considerations shall apply to the contractor in the performance of the task of this delivery order: 5.1 Security: All materials and/or documents will not be classified. 5.2 GFI: Any GFI provided to the contractor shall be returned to the Government upon completion. 5.3 Travel: Travel, including local travel to satellite sites, may be required in the performance of this SOW. All travel expenses including transportation, lodging, meals and incidentals shall be included in the firm-fixed quote price. 5.4 Off-site: Any required off-site audit-days shall be included in the firm-fixed quote price. 5.5 On-site: As a minimum, the contractor shall provide fifteen (15) on-site audit-days. 5.6 Place of Performance: The contractor will perform work at Government facilities located at: NSWC CRANE 300 Highway 361 Crane, Indiana 47522-5001 Responses shall be: 1) Responses are requested by 1:00PM Eastern Standard Time (EDT) on 25 June 2018. Any response received after this date will also be considered but may not be included in initial reporting or assessments. 2) All responses should be given in PDF format and emailed to the contracting point of contract: Jilda Tow at jilda.tow@navy.mil. The subject line of the email should include the RFI number (N00164-18-S-NB81) and the respondent's name. 3) A suggested submission organization: a) A cover page identifying the RFI number (N00164-18-S-NB81), the company name, mailing address, email address, telephone and fax numbers, website address (if available), DUNS number, cage code and/or tax ID number, business size category (large, small, small disadvantaged, etc.), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. b) Brief Industry Capabilities Statement demonstrating the capabilities and expertise required to perform the effort specified above. Contractors must be properly registered in the Government System for Award Management database (SAM). All information received in response to this notice that is marked proprietary will be handled accordingly. Do not send any material that requires a non-disclosure agreement or identify information that is business sensitive. All information provided becomes U.S. Navy property and will not be returned. No contract will be awarded by issuing this RFI. Respondents will not be notified of NSWC Crane's view of the information received. Your interest in this response is appreciated.
