- Technology Business Management Market Research INTRODUCTION: Congress and taxpayers have long pressed for better and more transparent information about how Federal Government Information Technology (IT) dollars are spent. Using Industry best practices, the Federal Government has an opportunity to improve strategic management of its IT portfolio by leveraging government-wide publicly available data sources to make data-driven decisions and analyze tradeoffs between cost, quality, and value. The Office of Government-wide Policy (OGP) within the General Services Administration (GSA), in partnership with the Office of Management and Budget (OMB), is soliciting ideas from Industry regarding how the Federal Government can efficiently aggregate and analyze data across the Federal enterprise. Of interest to the Federal Government are capabilities to automatically ingest data from multiple, disparate sources of structured and unstructured data, extract-transform-load the data to help inform spending and consumption based transparency, and use advanced data analytics and business intelligence capabilities (such as artificial intelligence (AI), robotic process automation (RPA), data mining, machine learning, self-learning, comparative/predictive analytics, or other innovative technologies) to provide a standardized view of IT spend through the various layers of the Technology Business Management (TBM) Taxonomy. Software solutions should accommodate an interoperable environment through a variety of data-transfer and sharing options such as the use of application programming interfaces (APIs), service-oriented architectures, or other metadata best practices. The Federal Government is also soliciting information from industry on software and/or services that support the preparation and adoption of standard taxonomies in large organizations. Services can include support for data cleansing, data mapping, business process evaluations, business and data analytics, and other services that support data standardization. The outcome of the services offered should align the organization's data and processes with the TBM taxonomy at the various views/levels from financial, IT and business perspectives. These views should support both agency and government-wide level cost/quality/value trade-off conversations to influence strategic outcomes. Data and process gaps and improvements should be identified to help an organization conform and adopt the TBM framework and methodologies with a shorter time to market/implementation. The intent of the Federal Government is not to replace any existing agency systems that capture data useful in TBM but rather to use advanced data analytical tools and services, APIs, and the TBM taxonomy to make fuller use of the data. QUESTIONS OF INDUSTRY The government intends to engage with interested parties in a two-phase approach. The Federal Government invites all interested parties (including but not limited to vendors, vendor partnerships, designers, digital experts, and others hereinafter referred to as "company") to participate in a Virtual Industry event which will take place on Tuesday June 26, 2018. This event will be held virtually ONLY, and no in person attendance will be accommodated. Interested parties must register for Virtual Industry Day at https://www.eventbrite.com/e/technology-business-management-tbm-industry-days-registration-46150893565. At the Virtual Industry event, the Federal Government will provide information regarding the intention to leverage TBM to drive IT spending transparency, and participants will be invited to ask the government on-line questions on the information sought in this announcement. Attendees may submit questions in advance by emailing TBMteam@gsa.gov. Questions and answers will be made available after the event. By 6:00 pm EST on Monday July 9, 2018, all parties interested in participating in Reverse Industry Day should submit a written statement for their software solution or service solution (no longer than 4 (four) pages typed single spaced Times New Roman size 12 (twelve) font) to TBMteam@gsa.gov. Vendors who wish to provide a presentation of both their software solution as well as of the service solution offering must submit a single document with separate written statements for each solution for a total of 8 (eight) pages. Written statement for software solution and/or service solution should include the company's preference of doing an in person or virtual presentation as well as address the two questions below: •1. How your company would approach the analysis and aggregation of publicly-available government-wide data sources of your choosing. Examples may include FedScope, FPDS-NG, USASpending, as well as your company's recommended publicly-available data sources that align (to maximum extent possible) to the various levels of the TBM taxonomy. •2. Details of the capabilities and functionality of your company's proposed software solution or analytical services as it pertains to cleansing and/or extracting data from multiple data sources, using advanced data sciences techniques to aggregate that data into a predetermined taxonomy, designing and building APIs, and/or presenting the results to the end user. Participants will present the results of their government-wide data analysis and an explanation of their software solution and/ or their service solution to the Government on Friday July 27, 2018 and Monday July 30, 2018 either virtually or at the GSA Headquarters Building located at 1800 F Street NW, Washington DC. Vendors with an integrated software and service offering should prepare presentations that respond to both sets of questions. Vendors with a software solution to present at the live in-person presentation should include the following in their presentations: •1. Explanation of how the company used its software solution to use publicly-available government-wide data sources to analyze the various levels of the TBM taxonomy. Specify what sources were used. •2. Explanation of the challenges, gaps, and/or benefits of using government-wide data sources to fully capture the federal government's IT spend at the various levels of the TBM taxonomy. •3. Explanation of how easily the solution can scale from a small agency or a component of a larger agency to the whole federal government. •4. A description of the advanced data science techniques/tools the company's software solution utilizes (Robotic process automation (RPA), Artificial Intelligence (AI), etc). •5. Recommendations on how the Federal Government should access or acquire ever evolving data sciences capabilities. •6. Additional information that should be shared by the Government to better clarify Government needs during any subsequent acquisition process. •7. If you are currently working with commercial or other public sector organization to analyze and implement TBM in decision making, what software and/or services are being provided and how? Vendors with a service solution to present at the live in-person presentation should include the following in their presentations: •1. A presentation describing the company's services that could assist organizations in preparing for and implementing a standard data taxonomy. •2. The approach the company recommends in the application of its services to accomplish the goals of the Federal Government. Discuss key dependencies for the approach. •3. Explanation of the challenges, gaps, and/or benefits of using government-wide data sources to fully capture the Federal Government's IT spend at the various levels of the TBM taxonomy. •4. Recommendations the Federal Government should consider in how to best acquire services that could assist organizations in preparing for and implementing a standard data taxonomy. •5. Additional information that should be shared by the Government to better clarify Government needs during any subsequent acquisition process. •6. If you are currently working with commercial or other public sector organization to analyze and implement TBM in decision making, what software and/or services are being provided and how? Due to logistical limitations, the Contracting Officer reserves the right to choose the mix of vendors who make in person or virtual presentations. Participation, or lack thereof, in the Virtual Industry Event and/or the presentations has no bearing on vendor ability or option to choose to participate or receive an award in any future solicitation or procurement resulting from this activity. Logistical details for in-person presentations will be provided only to those vendors who submitted a complete written statement.
