THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 541380, Testing Laboratories, and the small business size standard is $15.0M. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Service Disabled Veteran Owned and Veteran Owned Small Businesses must be registered and verified in the Department of Veterans Affairs Vendor Information Pages (VIP) (See Internet Site https://www.vip.vetbiz.gov/). Brief Description of Services The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the Boiler Inspection and Safety Device Testing. Most Department of Veterans Affairs Medical Centers (VAMC) have a central boiler plant to provide steam for heating and air conditioning, domestic hot water, kitchens, and sterilization. Boiler plant safety, reliability, efficiency, and equipment longevity are paramount concerns of VAMC management. Malfunctioning burners or controls can cause catastrophic events resulting in injuries, death, and massive property damage. Inaccurate or inadequate data management and monitoring systems can fail to warn of unsafe or inefficient performance. Regular inspections, testing, and calibration by expert technicians are an essential part of a program to address these concerns. For the inspection, testing, and calibration of the boiler plant burners, controls, and instruments by qualified technicians. Boilers to be tested/inspected include: 2x 500hp and 1x 350hp Nebraska Water tube boilers located in the central utility plant at: 975 Kirman Ave, Reno, NV 89502. Internal inspection of Boiler #1 and External Inspection of Boiler #2 and Boiler #3 Internal inspection of Boiler #2 and External Inspection of Boiler #1 Internal inspection of Boiler #3 Safety device testing and calibration of all three Nebraska boilers Inspection, testing, and calibration requirements: Technicians shall provide all tools and labor necessary to perform inspection, tuning, testing, calibrating, and adjustments of burners and boiler and boiler plant controls as specified below. This shall be done annually in accordance with a schedule provided by VAMC. VAMC may extend the schedule for burners in limited service. Instrumentation, monitoring, and data management systems as listed below shall be calibrated annually. Provide at least a two-week notice to the Contracting Officer s Technical Representative (COR) prior to performing the work. Work cannot be scheduled during heavy steam load periods. Only one boiler at a time can be out of service for the inspection, testing, and calibration procedures. Work must be conducted when the COR or his/her designate is available on site to monitor the work. VAMC will have the boilers that are to be serviced prepared for the technicians upon their scheduled arrival. This includes having: The boilers due for internal inspection are cooled and drained, with drum and fire box access doors removed for inspection. The boilers due external inspection and safety device testing fully warmed and at normal steam pressure. VAMC will comply with any other requirements of the test personnel that are considered reasonable by VAMC and have been presented in writing at least two weeks prior to the scheduled testing. The inspections, testing, and calibrations shall comply with: The recommendations and requirements of VHA Boiler Plant Safety Devices Testing Manual, 3rd Edition. The written recommendations of the equipment manufacturers. The requirements and recommendations of NFPA 85 Boiler and Combustion Systems Hazards Code including applicable appendices. ASME Boiler and Pressure Vessel Code. Burner performance requirements in full PWS document. List of instrumentation and controls to be inspected and calibrated: Flue gas oxygen sampling, analyzing, and recorder/computer readout. Boiler and economizer stack temperature transmitters and recorder/computer readout. Master steam pressure and combustion controllers. Boiler outlet draft controllers. Boiler water level controllers. Feedwater deaerator and condensate storage tank water level controllers including overflow. All pressure and temperature sensors and transmitters. All signal processing and readout devices. Contractor Qualification Technicians shall have completed at least a one-year trade school and have five years successful experience in this field. The experience shall be largely with institutional and industrial boiler plants similar in design to the VAMC plant. Technicians shall demonstrate familiarity with and ready access to the current versions of the following references (including, but not limited to): National Fire Protection Association (NFPA) 85, Boiler and Combustion Systems Hazards Code, latest edition American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, latest edition VHA Boiler Plant Safety Device Testing Manual, 3rd Edition NFPA 70E, Standard for electrical safety in the workplace, latest edition Technicians shall be equipped with portable electronic flue gas analyzers and other test instruments necessary for the required tests and calibrations, all calibrated within one month of the site visits. The technicians must be capable of programming the controls and have the appropriate hardware and software for this requirement. Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives. (g) List of Projects (Government and Commercial) that are similar in scope and size. (h) Anticipated Teaming Arrangements (if any) (i) GSA Contract Number if applicable. (j) Copies of training certificates/credentials as identified above under Contractor Qualifications Interested parties shall not submit more than 10 single-sided, type-written pages using 12-point font or larger. Published literature may be any number of pages. The Government will use this information when determining its business type decision.
