Description
This is a Pre-Solicitation Notice This project will be announced as W912DR18R0031 Project Description: Pentagon - North Village ACP and Perimeter Fence 1. The proposed procurement is 8(a) Small Business (SB) set-aside, North Industry Classification System (NAICS) for this requirement is 236220 (Commercial and Institutional Building Construction) with a magnitude of construction between $10,000,000.00 and $25,000,000.00. 2. Project Description: The United States Army Corps of Engineers (USACE), Baltimore District has a requirement for construction services for a Pentagon - North Village ACP & Perimeter Fence. Proposed project will be a competitive, firm-fixed price, design/build contract procured in accordance with FAR 15, Contracting by Negotiations, under a two-phase Best Value Tradeoff Process. This will be a Two Phase Design-Bid/Build contract utilizing the best value tradeoff process. An award will be made to the offeror whose proposal is determined to be the best value to the Government considering both technical and price factors. It is anticipated that Phase 1 will be released on or about June 15, 2018 with proposals due on or about July 16, 2018. 3. This solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Business Opportunities (FBO) on or about 15 June 2018. This will be a Two Phase Design-Build contract utilizing the best value tradeoff process. An award will be made to the offeror whose proposal is determined to be the best value to the Government considering both technical and price factors. It is anticipated that Phase 1 will be released on or about July 09, 2018 with proposals due on or about Augusut 10, 2018. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. No phone or fax request for copy of solicitation will be accepted.
