Description
Solicitation The dredge Essayons was launched in 1982 with a pedestal deck crane manufactured by Patriot Mechanical Handling Inc. This original crane has a load capacity of 47,000lbs at 55 feet and 30,000lbs at 80 feet to allow the safe handling of dredge equipment and machinery to keep the ship operational and mission capable. The pedestal crane is used regularly throughout the operating season to change mission critical equipment such as drag heads, drag wires and to change out the Over Side Dredge Pump (OSDP) electric motors. These OSDP electric motors each weigh approximately 37,000lbs. This 37,000lbs plus a 25% safety margin are what set the minimum load capacity requirement of 47,000lbs at 55 feet. The existing original crane is now 36 years old and in need of significant repairs above the normal maintenance required annually. These needed repairs are not only costly, but create a potentially unsafe condition. The cost of required repairs exceeds the cost of a new replacement crane. Patriot Mechanical Handling Inc. is no longer in business and therefore cannot offer an original OEM source for replacement parts or an entire crane. Channels and Harbors is seeking to procure a replacement crane with the same capacity as the original crane. This maintains the same mission critical capability. There are a number of manufacturers that can supply a replacement crane of the same size, type and capacity as the original Patriot crane. This will be a commercial procurment using the Simplifed Acquistion Procedures of FAR Part 13. An SF1449 Solicitation/Contract/Order for Commercial Items is attached to this announcement with terms conditions and specifications pertinanent to this purchase. Any questions should be directed to the buyer listed on this announcement. This is a total small business set-aside and the point of contact for Small Business questions or assistance is the Portland District Deputy for Small Business, Carol McIntyre, (503) 818-4602 or carol.a.mcintyre@usace.army.mil.
