Description
Lithium Ion Batteries SOW Naval Surface Warfare Center Carderock Division (NSWCCD) is conducting a sources sought to identify potential vendors/manufacturers of high volume automotive lithium-ion batteries and their technical support services. Purpose of this Sources Sought: The purpose of this source sought is to identify potential sources (vendors and manufacturers), including company's business size classification. Responses to this source sought will be used by NSWCCD to influence acquisition decisions which may include: use of sole source or competitive bid procurement process; small business set-aside (small business, large business, or small disadvantaged business), and which acquisition procedures are best suited for this procurement. Automotive Lithium-ion Requirement Background: NSWCCD's Advanced Power and Energy Branch (Code 636), in support of the U.S. Navy is in search of automotive lithium-ion battery technologies and systems for a broad range of applications. Areas of potential interest include application to Naval platforms, platform support systems, and locations such as surface ships, submarines, aircraft, unmanned surface, unmanned undersea, and unmanned air systems, as well as shore stations. This procurement shall leverage cost benefits of lower energy storage costs and increased reliability resulting from electric and hybrid vehicle production. Energy storage applications range from 3 kilowatt-hours (kWh) to 300 kWh, with power requirements of 500 watts (W) to 200 kilowatts (kW). Voltage ranges include combinations of 28 VDC to 1000 VDC with a variety of integrated power electronics which would produce and/or accept 120, 208, 240, and 480 VAC outputs. Energy storage volumetrically of 250 to 350 watt-hours per liter (Wh/L) and gravimetrically of 100 to 250 watt-hours per kilogram (Wh/kg) are nominal entry levels of interest. The vendor shall consult with NSWCCD and supporting parties to help determine which tests the Navy will perform, how to best test their assets, what data NSWCCD will need to collect, and what the vendor can provide. Additionally, the vendor shall assist with test plans. NSWCCD is looking for commercial high volume automotive vendors/manufacturers that currently offer this type of technology. Specification/SOW: A SOW is attached to this source's sought to assist vendors and manufacturers with understanding NSWCCD's automotive lithium-ion requirements. Responses: Responses to this notice shall be submitted electronically and must be received no later than 17 July 2018. Interested parties should submit an information package up to thirty (30) pages in electronic format (Adobe PDF or equivalent) not including appendices. It shall include an introduction to products and capabilities to support directly or via 3rd party with DOD/DON equipment experience. A limit of 5 MB per submittal is requested. Materials linked to URLs may not be accessible to U.S. Government evaluators. Responses shall include: •1. Company name, website, and physical address. •2. Point of contact, phone number, and E-mail address. •3. Cage number (if applicable) and DUNS number. •4. Company size e.g. small business, large business, or small disadvantaged business •5. Company capability statement to provide any possible exceptions to the requirements in the SOW. This statement should include at a minimum the following: •a. Experience manufacturing lithium-ion batteries. •b. Model number (if applicable), system cost, and other information the vendor or manufacturer deems relevant. •c.
