- THIS IS A PRE-SOLICITATION NOTICE. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. The Federal Emergency Management Agency(FEMA) anticipates issuance of a solicitation for the award of a firm fixed-price construction contract for a project entitled MWEOC Facilities Management Consolidation, Site 1 Development, at the Mount Weather Emergency Operations Center (MWEOC) in Mount Weather, VA 20135-2006. The project consists of furnishing all equipment, materials and labor for the Site 1 Development package which includes new building sites, parking areas and access roads to fulfill program requirements. The site development package includes existing and demolition plans, site clearing, building and structure demolition, erosion control plans, utility modification plans, grading and drainage plans, site plans, landscape plans and details for related work. See solicitation posting (to be issued at a later date) for the complete requirements of the work. The performance period for the project, at this time, is contemplated to be 365 calendar days from issuance of the Notice To Proceed (NTP). Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of the base project is over between $5,000,000.00 and $10,000,000.00. The solicitation will be available approximately on or about July 5th, 2018. The solicitation will be distributed solely through the Federal Business Opportunities (FBO) website at www.fbo.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. Any secure/locked documents (if applicable) uploaded with the solicitation will require an active FBO vendor registration for access. If you encounter problems accessing these documents, please contact the FBO Federal Service Desk at 1-866-606-8220. All future information about this solicitation, including any amendments, will also be distributed solely through this website. The NAICS code for this requirement is 236220. This Solicitation is currently unrestricted. All interested bidders (prime contractors & subcontractors) should register at www.fedbizopps.gov so that others will know of your interest in participating in this procurement. A Bidder's List WILL NOT be prepared nor distributed by the Contracting Officer, as it is the Bidder's responsibility to register at the FedBizOpps website. Bidders are advised that they are responsible for obtaining ALL bid documents and acknowledging any amendments, and should re-visit the FBO website periodically to check for any modifications to this notice, updates, or amendments without further notice from the Government. Prospective contractors shall complete electronic annual representations and certifications and shall be registered in the System for Award Management database at http://www.sam.gov. No other information regarding scope, dates, etc is available until issuance of the solicitation. No telephone or email inquiries will be accepted at this time.
