- Limited Source Justification The Department of Commerce/National Oceanic and Atmospheric Administration/National Environmental Satellite Data and Information Service (DOC/NOAA/NESDIS), intends to award a Purchase Order pursuant to Simplified Acquisition Procedures under the authority of FAR Part 13. The requirement is to maintain warranty protection and reliability of the WCDAS General Electric Switchgear equipment, periodic preventative maintenance is required. The servicing of the Station's General Electric (GE) electrical switchgear is required by the manufacturer or authorized representative in order to maintain the warranty of the system. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6., as supplemented with additional information included in this notice, and it being conducted pursuant to Acquisition Circular 2005-99 effective June 15, 2018 Part Subpart 12.6 and FAR Part 13. The Request for Quote (RFQ) number is 1333MD18QNEEB0029. The acquisition is being sought as a Small Business set aside for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) - 541330- Size Standard $15M. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Background: The National Oceanic and Atmospheric Administration (NOAA) Office of Satellite and Products Operations (OSPO) is an organizational component of the National Environmental Satellite, Data and Information Service (NESDIS). The OSPO has operational responsibility for the Satellite Operations Control Center (SOCC) at Suitland, MD and the Command and Data Acquisition Stations (CDASs) at Wallops Island, VA and Fairbanks, AK to command and control the satellites, to track the satellites, and to acquire their data. The OSPO also manages and directs the operation of the central ground facilities which ingest, process, and distribute environmental satellite data and derived products, to domestic and foreign users. Objective: The objective is to obtain the expertise necessary to periodically evaluate the General Electric switchgear, the switchgear control systems and ancillary systems associated with the switchgear, perform relevant system upgrades, and correct any deficiencies within the switchgear,switchgear control system, and ancillary systems associated with the switchgear. WCDAS management also wants this individual to be on-site and provide support while preventative maintenance and software updates are installed on the electrical switchgear's eight (8) central processing units (CPUs). Scope: OSPO/WCDAS management requires the services of a qualified GE Zenith/Entellysis specialist who must understand GE - Zenith Generator control system communication and control and the corresponding power systems associated with the system. •Service/maintenance visits are to occur on a quarterly basis. If an emergency repair is required at the station, that emergency station response will offset one quarterly basis requirement, as outlined below. •To include: Communication and control of emergency generator systems that are integrated into and work collaboratively with GE Entellisys switchgear systems. •Safely exercise the equipment and the corresponding power systems associated with the system.to confirm system operation integrity. •Provide general support while periodic preventative maintenance is performed on the GE electrical switchgear, circuit breakers transformers, and the corresponding power systems associated with the system.. •Provide general support while software/firmware updates are installed on the electrical switchgear CPUs. 1. A factory trained and certified Senior Service Engineer will be scheduled to be on site & perform routine preventative maintenance on the system on a quarterly basis. •The contractor shall coordinate with the Wallops CDA Station Facilities Management staff and schedule routine service visits at least 72 hours prior to arrival of personnel. The name of the individual(s) that will be at the Wallops CDA station must be provided to the station and a valid government issued form of identification must be provided and shown for entry to the station. All personnel must sign in at the stations front lobby and ensure they check in with station management or duly appointed representatives upon arrival. Each visitor to the station is required to receive a station safety briefing by the station's safety officer or duly appointed representative prior to performing any work. •Any work considered outside the scope of this agreement must be identified to the Contracting Officer (CO) and Wallops CDA Station Facilities Management, with written authorization received from the CO prior to any field engineer performing any such activity. 2. The trained Senior Service Engineer shall perform normal checks and tests on the electrical and power systems and perform adjustments, as needed. The technician will also be available to perform any electrical or power related service as directed by WCDAS management, as time allows. 3. Preventative Maintenance - Each inspection call will be a scheduled service evaluation of the systems by the Senior Service Engineer. Following the visit to the Station the Contractor shall provide: •The Contractor shall provide a legible written service report/record to the Wallops CDA Station Facilities Management staff within 72 hours after departure from the site. Delivered report may be in electronic format (such as ".pdf") and must be signed. •Prior to the site visit, the engineer will provide to the station, a report detailing the tasks to be performed, the skill levels required by all personnel involved, and the special tools and instrumentation required to inspect the systems for optimum system performance, both from a hardware and software perspective. •Typical activities include: oInspection of hardware operator - machine interface and field panels for proper operation. oReview/address any irregular event or alarm activity. oReview trend logs. oAnd other tasks identified by the Senior Service Engineer that are required to ensure optimal system performance. 4. Emergency coverage shall be provided. Response time shall be as follows: •The contractor shall provide response/acknowledgement of request for emergency service via phone call within 4 hours. •A fully qualified factory trained Senior Service Engineer shall be on site the following morning by 8:00 am (EST) unless other arrangements are agreed to. •Emergency service visits shall count as (shall be in lieu of) the regular quarterly maintenance visit - so as not to increase the cost of the annual service agreement. •Telephone number(s) where Service/technical support can be reached at any time of the day or night, weekends, or holidays shall be provided to the Contracting Officer's Representative. The on-call engineer or duly appointed designee shall ensure a 4 hour response time when initial calls are made to these numbers. •The contractor shall provide costs for optional (additional) labor hours on an ad hoc basis (once the specialist is on site), should additional time be required to facilitate a repair. •This contract shall also include a means for reimbursing the contractor for parts and labor needed to carry out unanticipated repairs to the system. Security Requirements: The contractor shall comply with all Station, NOAA, and DOC Safety, Security, and Environmental policies as provided by Facilities Supervisor or as otherwise required by law, rule, or regulation. The WCDAS Facilities Supervisor shall be given advanced notice of all persons planning to visit the Station while engaged in work under this statement of work (SOW). The contractor and his/her employees shall read and understand the Station's Visitors and safety Policy. Physical security requirements for Wallops site access will be met to accommodate contract personnel as escorted visitors in accordance to CAR 1352.237-71 Security Processing Requirements - Low Risk contracts. Any access by contract personnel who are Foreign Nationals shall be in accordance with the requirements of CAR 1352.237-73, Foreign National Visitor and Guest Access to Departmental Resources (APR 2010). The contractor shall provide for the safety and health of their employees and all personal protective equipment. Period of Performance Base Year - August 1, 2018 through July 31, 2019 Option Year 1 - August 1, 2019 through July 31, 2020. Option Year 2 - August 1, 2020 through July 31, 2021. Option Year 3 - August 1, 2021 through July 31, 2022. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
