- Draft Statement of Work 238110 - Concrete Pouring General Information Document Type: Presolicitation Notice Solicitation Number: N/A Posted Date: 18 June 2018 Response Date: 26 June 2018 Classification Code: 238110 - Concrete Pouring Set Aside: N/A Contracting Office Address Bagram Afghanistan Description THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Army Single Face to Industry (ASFI). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The Regional Contracting Command-Afghanistan (RCC-A) is requesting information on c ontractors capable of providing bulk concrete, asphalt, and aggregate delivery, associated construction services and materials for United States Forces-Afghanistan (USFOR-A) Garrison and other US tenant units deployed to Afghanistan Area of Responsibility (AOR). Potential contractors shall be able to provide all items on the Price schedule as well as possess the equipment necessary to fulfill this requirement. The estimated Period of Performance is for a one (12) month base, and two (12) month option periods. The place of performance is various US Military Installations in Afghanistan. The proposed contract action is for construction services for which the Government intends to solicit and award in conjunction with policies and procedures from FAR Part 36, Construction and Architect-Engineer Contracts. Any resulting procurement action will be the subject of a separate, future announcement. This is a market research survey to determine the availability and adequacy of potential sources prior to determining an acquisition and contract strategy. The information received will be utilized by RCC-A to form the acquisition plan. All response submissions become Government property and will not be returned, including any proprietary information. RCC-A reserves the right to reject, in whole or in part, any private sector input as a result of this RFI. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued. JCCS Registration: All interested vendors that want to participate and submit a proposal in response to a future solicitation must have an active registration Joint Contingency Contracting System (JCCS). The information and registration can be accomplished at: https://www.jccs.gov/olvr/bta_olvr_reg_guide_faqs.aspx. SAM Registration: Only vendors who are from the United States shall be registered and current in the System for Award Management (SAM) database and have an active Dun & Bradstreet (DUNS) number. Interested vendors can find more SAM information at the following website: https://www.sam.gov/portal/SAM/#1. STATEMENT OF WORK (SOW) is attached for review and comments. We recommend that you read the SOW (Attached to this RFI) before responding to the questions below. We highly encourage participation in this RFI in order to achieve an understanding of best industry practices. Please provide a full and detailed explanation for each of the following questions. 1. Provide the following general information: a. Name and Tittle b. Company Address c. JCCS Registration Number d. CAGE Code and DUNS Number e. Name, Title and Email of a Point-of-Contact (POC) in your firm the Government may contact regarding this RFI. 2. Does your company have existing resources to set up a static and/or a mobile batch plant? 3. As an industry expert, would you recommend regionalizing this effort? 4. Do you have the capability to set up a static and/or a mobile batch plant on any designated location throughout Afghanistan? If not, please provide which area(s)/region(s)/province(s) in Afghanistan your company primarily works in. 5. Do you have the ability to acquire a local workforce and a workforce from Resolute Support Mission Afghanistan (RSMA) countries that can work in the batch plants? NOTE: RSMA countries are comprised of from the following: Italy, Germany, Georgia, Turkey, Romania, United Kingdom, Czech Republic, Poland, Armenia, Mongolia, Netherlands, Denmark, Croatia, Azerbaijan, Bulgaria, Hungary, Albania, Belgium, Bosnia-Herzegovina, Norway, Macedonia, Slovakia, Finland, Sweden, Latvia, Lithuania, Spain, Montenegro, Austria, New Zealand, Portugal, Ukraine, Slovenia, Estonia, Greece, Iceland, and Luxemburg. 6. Are there any security concerns you may have? 7. In your opinion, could a multiple award contract vehicle (a delivery order based contract awarded to two or more firms) work in the concrete industry? What would be the advantages or disadvantages to such an arrangement? 8. Do you have the ability to support multiple sites and provide multiple deliveries at the same time but at different locations? 9. How long would it take to prepare a proposal of this magnitude? 10. What do you see as the biggest challenge supporting this contract in Afghanistan? How would you recommend mitigating these challenges (if any)? 11. What additional information would you like to see addressed or added to the contract solicitation to make it easier for industry to submit a proposal? Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates provided as a result of this request are "best" estimates only.
