***** Begin Word Document - 'RFI-DESCRIPTION' ***** Department of Veterans Affairs Veterans Benefits Administration (VBA) Request for Information (RFI) This is a Request for Information (RFI) and not a request for quotes. This Request is solely for the purpose of conducting market research to enhance the United States Department of Veterans Affairs (VA), Veterans Benefits Administration s (VBA) understanding of your organization s capabilities. The Government will not pay any costs for responses submitted in response to this RFI. This RFI notice provides an opportunity for respondents to submit their notice of ability, and submit comments in response to the requirement described below. Organizations are being invited to submit information relative to their potential to fulfill the requirement, in the form of a capability response that addresses the specific requirement identified in this RFI. This RFI is to facilitate the Contracting Officer s review of the market base, for planning, size determination, and attainment strategy. REQUIREMENT BACKGROUND On August 16, 2017, the President signed into law the Harry W. Colmery Veterans Educational Assistance Act of 2017, (Public Law 115-48), also known as the Forever GI Bill. This Act brings the most significant changes to Veterans educational benefits since the Post-9/11 GI Bill. Section 116 of the Colmery Act requires VA to partner with high-quality training providers during a five-year pilot program in order to equip eligible Veterans with the skills necessary to obtain meaningful employment in areas of high-technology. The pilot program, referred to as the Veteran Employment through Technology Education Courses Pilot, or VET TEC, will offer eligible Veterans an opportunity to enroll in high technology programs of training. In order to carry out VET TEC, VA shall seek to enter into Participation Agreements with eligible organizations which are not Institutes of Higher Learning and who will offer qualified training programs which are not already approved for use of VA educational benefits in five subject areas: computer software information science media application data processing computer programming VA will pay tuition and fees payments for approved Veterans directly to these training providers on an incremental basis that incentivizes the schools to attract and persist the Veterans through completion of the training and eventual employment in their field of study. VA will also provide a living stipend directly to approved Veterans while they participate in the program. Qualified Training Providers The law outlines how VA shall consider criteria for qualified training providers: Training is offered by an entity other than an institution of higher learning Training does not lead to a degree Training provides instruction in computer programming, computer software, media application, data processing, or information sciences Training providers has been operational for at least two years The training provider has successfully provided the high technology program for at least one year The training provider meets all other approval criteria to be developed by the Secretary of Veterans Affairs Payment Model for Approved Training Providers VA seeks to partner with Training Providers that have a demonstrated track record of success in providing quality training and strong job placement outcomes and pay these organizations based on the success of the Veteran. Section 116 of the Colmery Act requires that VA pay approved organizations a portion of the Veteran s tuition and fees on an incremental basis tied to the Veteran s progress: 25 percent of tuition and fees upon successful vetting and enrollment of the Veteran into the program (student must attend at least one day of term) 25 percent of tuition and fees upon successful completion(graduation) of the program by the Veteran 50 percent of tuition and fees upon the Veteran obtaining meaningful employment in the Veteran s field of Study Should the Veteran fail to successfully meet any of the milestones above, the Training Provider will not receive further payment. RESPONSE COMMITMENT VA seeks industry s feedback and information regarding the availability, length, and cost of training programs in the five subject areas, and if these subject areas are congruent with current employment needs. In particular, VA is interested in further understanding methods and practices used by training providers to assist their students find employment and what, if any, incentives and support they may offer their students. Eligibility in participating in a future acquisition does not depend upon a response to this notice. Proprietary information is neither requested nor desired. It is requested that all companies interested in participating in this effort please note their interest and provide indication of their respective capabilities to perform the effort described herein. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. How long has your organization been providing instruction in the high technology training identified in your response to question 1? Where is your organization geographically located (city, state, and ZIP)? Do you offer high technology training at this location? Do you offer high technology training at any other location (please list each location by city, state, and ZIP)? What is the length (in weeks) of your high technology training? What is the cost of tuition for your high technology training? Do you have any fees associated for training? If so, for what reason and at what cost? Do you guarantee or offer a financial incentive to the student to find employment? What data do you currently keep on your students? This would include pre and post course completion data like employment, salary, and job type. The VET TEC Pilot program offers reimbursement at the following intervals: 25% when a Veteran student enrolls 25% when a Veteran student graduates 50% when a Veteran student finds meaningful employment Do you have any concerns with this reimbursement schedule? If so, what are they? Would your organization be willing to accept reimbursement on this repayment schedule? C.
