Description
Synopsis of Proposed Contract Action: THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO B&E Electric, Inc, Spokane, WA, 99212-2133. This is not a solicitation. This order will be Firm Fixed Price. The USFWS has a requirement to replace a failed PLC alarm system that is not repairable due to changes in technology at Kooskia National Fish Hatchery, 318 Toll Road, Kooskia, ID 83539. Fish Hatchery alarm systems are the first line of defense in avoiding catastrophic fish losses when pumps, electrical systems, and other infrastructure components fail at any hatchery. As background, in 2017 the antiquated alarm system at Kooskia National Fish Hatchery (KNFH) failed, leading to the loss of more than 600,000 spring Chinook smolts. The hatchery is located on the Nez Perce Reservation, and provides a fishery that is critical to the Tribe. Currently the hatchery does not have a functioning alarm system and is at risk of another catastrophic fish loss if this system is not replaced quickly and to avoid any negative impact on hatchery operations. The current alarm system is a customized alarm system unique to the Kooskia NFH. Although alarm systems are common at fish hatcheries each is individually designed, manufactured, and installed by electrical control specialist. A critical component to hatchery alarm systems is the operating systems which are customized and only compatible with certain software. The current system at Kooskia NFH has been programmed, analyzed and maintained by B&E Electric. Past retrofits and software updates have been completed by B&E Electric and the vendor currently has intimate knowledge of the customized Kooskia NFH system. The NAICS is 238210 “ Electrical Contractors and Other Wiring Installation Contractors with a size standard of $15.0 M. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement for future reference. A determination not to compete this requirement is solely within the discretion of the Government. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).
