Description
RFI / Sources Sought The U.S. Fiscal Property Office of Arizona is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for providing Containerized Housing Units (CHUs) for lease, at two Arizona National Guard installations. The contractor shall install the structures and perform maintenance during the duration of the leasing period. The project site is located Douglas Arizona Army National Guard Armory - 1401 E 8th Street, Douglas, AZ 85607 and AZ Department of Emergency and Military Affairs - 676 N Western Ave, Nogales, AZ 85621. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 332311 and size standard 500 employees. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, namely the Small Business Community to include Section 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned (WOSB) and Historically Underutilized (HUBZone) concerns. The Government must ensure there is adequate competition among the potential pool of responsible contractors. Containerized Housing Units for Lease: a) 22 CHUs shall be provided to this location. CHUs must be emplaced evenly and arranged for optimal living accommodations to include block, level and set up (anchor) located at the following address: Douglas Arizona Army National Guard Armory - 1401 E 8th Street, Douglas, AZ 85607. For the purpose of maintenance services the contractor shall provide services between the hours of 0700-1500 on Monday through Friday, except on recognized US holidays. b) 45 CHUs shall be provided to this location. CHUs must be emplaced evenly and arranged for optimal living accommodations to include block, level and set up (anchor) located at the following address: AZ Department of Emergency and Military Affairs - 676 N Western Ave, Nogales, AZ 85621. For the purpose of maintenance services the contractor shall provide services between the hours of 0700-1500 on Monday through Friday, except on recognized US holidays. c) CHUs must meet a minimum of 20' (L) x 8' (W) x 8' (H) dimensions. Each unit must include at least one point of entry to include a door threshold of 33" to 38" at finished floor, a minimum of one window on both ends, measuring at least 24" (L) x 24" (H) in size. d) CHUs must be well maintained and free from any structural, and functional problems. CHUs must be generally free from cosmetic problems as well. CHUs must meet applicable City and State codes and not pose a health, safety, or fire hazard. Each CHU will be climate controlled. All piping and wiring shall be enclosed. Sufficient electrical outlets and light switches shall be provided. All electrical cords, bulbs, lights, outlets, and switches shall be in good, operational condition. All rooms, including hardware (hinges, knobs, chains, fans, sliding doors, etc.) must be in good repair and without fire and health hazards. All doors will have adequate weather stripping to prevent light penetration, and windows will have blackout capability or adequate light reduction for day sleepers. Issues affecting life, health, and safety must be addressed within 24 hours of notice. e) Utility Connections: Contractor will provide coordination with utility company and provide all necessary service to complete necessary power supply and electrician support for hook up and maintenance. Electric: 100amp, 240volt, single phase connection to building's panel box. Contractor must provide interior/exterior lighting for each unit and each must also contain heat and air conditioning capabilities. f) Furnishings: CHUs will be furnished with a minimum of (2) twin framed beds and mattresses, a minimum of (1) dresser, a minimum of (1) nightstand, and a light fixture. Each room will contain a minimum of (1) refrigeration unit. Bedding: Provide basic bedding consisting of (1) fitted sheet, (1) flat sheet, (1) comforter, (1) comforter cover, (2) pillows, and (2) pillow cases. g) The contract will include general site work such as emplaced evenly and arranged for optimal living accommodations to include block, level and set up (anchor) at specified locations installation. Installation of electrical utility. Installation of utilities may require trenching for installation of utilities. Upon completion of the lease period the contractor shall remove all CHUs, skirting, tie downs, blocking, miscellaneous structures and debris. The site shall be restore to a mutually agreed upon condition that shall be clearly identified in the RFP. Upon issuance of the RFP site layout and CHUs floor plans will be provided. The period of performance shall be for one (1) Base Years and (1) 6 month Option Years. All responses to this sources sought notice/market research will be evaluated and used in determining acquisition strategy. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 19 July 18 by 1400 hrs. Prior Government contract work is not required for submitting a response under this sources sought synopsis.
