- The Mission and Installation Contracting Command (MICC) - Fort Eustis located at Fort Eustis, VA anticipates issuing a Request for Proposal (RFP) for The United States Army Aviation Center of Excellence (USAACE), 110TH Aviation Brigade to provide professionally trained aviators and non-rated crew members through planning, coordinating and executing formal flight instruction at the undergraduate and graduate level. The brigade consists of the Headquarters and Headquarters Company which provides staff assistance to the four subordinate battalions: 1- 11th, 1-14th, 1-212th, and 1-223rd. Each battalion has a unique mission. The brigade also provides crash rescue, air ambulance support to the USAACE and the surrounding communities and serves as the Department of the Army Night Vision Device training and Operations staff agency. The 110th has a diverse mission and continues to support the Army Aviation Branch by producing the world's best Army Aviators. Flight training and flight training support to execute the advanced rotary wing training courses Balanced training for all student pilots by preparing them for the field in "Go to War" aircraft Support of EURO-NATO and Foreign Military Training. The North American Industry Classification System (NAICS) code for this acquisition is 611512, Flight Training, with a Small Business size standard of $27.5M. After analyzing submittals received in response to Sources Sought Notices posted on 13 July 2017 (W9124G18R0002). The prospective Request for Proposal (RFP) will be solicited on an unrestricted (full and open) competitive basis. The Government is anticipating awarding a single firm fixed price (FFP) contract. The Government reserves the right to award one or no contracts as a result of the solicitation depending on what is determined to be in the best interest of the Government. The period of performance is a base period of 12 months and five (5) one year option periods. FAR clause 52.217-8 "Option to Extend Services" will also be included. Options will be evaluated in accordance with FAR 17.206(a). This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. No additional information regarding this procurement will be available prior to the release of the RFP. Solicitation number W9124G18R0009 will be issued on or about 02 July 2018. A notification will be issued on the Government Point of Entry website at http://www.fbo.gov. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting a proposal, the offeror is self-certifying that neither the submitter nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the Internet at https://www.sam.gov.
