Description
This notice is published in accordance with Federal Acquisition Part (FAR) Part 10, Market Research and FAR Part 15.201, Exchanges with Industry before Receipt of Proposal. This notice serves as a Request for Information (RFI) in support of market research and/or planning purposes only and does not constitute a solicitation. In accordance with FAR 15.201(c), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. There is no solicitation available at this time. The Government shall not pay for any information received in response to this RFI, nor shall the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment by the Government. Any information provided in response to this market research will be used for informational purposes only and will not be released. The Department of Homeland Security, U.S. Customs and Border Protection (CBP), is conducting market research to gain knowledge of potential qualified sources and their size classification of certified small business firms capable of performing the requirements to warrant a set-aside. The relevant NAICS Code is 611310, with a size standard of $27.5 Million. The Department of Homeland Security is seeking potential sources capable of providing Executive Leadership Training Services to senior, top-level managers of CBP. Training shall provide a rigorous, graduate level program of study designed to develop a broad perspective on management and leadership issues in a law enforcement organization, and cultivate strong abilities in the Office of Personnel Management's (OPM) Executive Core Qualifications (ECQs): Leading Change, Leading People, Results Driven, Business Acumen, and Building Coalitions/Communication. Place of performance is the Advanced Training Center (ATC) in Harpers Ferry, WV. Sources should have the capabilities to devise and deliver an executive level leadership development program to include the curriculum, professional reference material, staff support and instructional faculty, executive coaching services, assessments, evaluations and off-site experiential learning activities. The expectation is to hold up to three 24-day cumulative (approximately 192 total training hours) sessions (Cohorts) per calendar year, with each session being comprised of 40-50 participants (students and mentors). Contractor shall comply with any other federal, state, and local laws applicable to the industry. Potential sources must demonstrate experience and knowledge of required services and capability to provide such services. Potential sources should submit the following: •· business name and address, •· point of contact (including telephone number and email address), •· DUNS Number, business size, and Socio-economic status (e.g. SDVOSB, VOSB, Woman-Owned, etc.), •· Capabilities to include at a minimum the following information: Once award of a contract is made, how much lead-time is normally required before a proposed and approved curriculum is ready for initial delivery? Depending upon a CBP approved curriculum, normally how far in advance must presenters (Subject Matter Expert (SME), author, professor, etc.) be scheduled for presentations? How long would it take to make adjustments to an already approved curriculum, session, before a newly added session or course material is ready for integration? What level of curriculum alteration is normal before additional cost(s) are incurred? How much lead-time would be required to schedule presenters and accommodate 5-8 off-site sessions each year at your cost (remote presentations)? For example, Harpers Ferry, WV is very close to many day-trip sites that can be incorporated into the expected experiential training opportunities making a trip to D.C., Gettysburg, etc. possible. Based on your experience presenting graduate-level leadership and/or executive level management sessions, what is the optimal student body size for effective knowledge transfer? How much of your graduate-level leadership and/or executive level management sessions could be provided remotely (web-based) and how is attendance/crediting/testing recorded?
