- This Request for Proposals (RFP) is made using the procedures of Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiation. The National Park Service, Northeast Region (NER), New England Major Acquisition Buying Office (NE-MABO), contemplates awarding a contract to the responsible Proposer whose proposal represents the best value to the Government. Best value means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. Best Value will be determined using the Lowest Price Technically Acceptable Source Selection Process. Award is restricted to small businesses in accordance with Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition After Exclusion of Sources, Set-Asides for Small Business Concerns. The RFP will be set-aside for 100% for Small Businesses under NAICS Code: 236220, Commercial and Institutional Building Construction (SBA size standard $36.5M). The onsite period of performance is within 8 months after Notice to Proceed is issued. U.S. Dept. of Labor, Construction Wage Rate General Decision Number MA180001 shall apply. The order of magnitude for this project is estimated to be between $250,000 and $500,000. A) Base Work includes all work necessary to complete the rehabilitation of the Barn below the roof in accordance with the Contract Documents. This work shall include the rehabilitation of the existing soffit and wood gutters and covering the soffit and gutters with sheet metal. B) Option 1 includes all work to reroof the barn with a new wood shingle roof system in accordance with the Contract Documents. Location of Work: The Barn at the Penniman House, 70 Fort Hill Rd., Eastham, MA 02642. A Cape Cod National Seashore site. Interested parties are strongly encouraged to inspect site prior to proposing. An organized site visit is scheduled and details can be found in Section L, FAR 52.236-27, SITE VISIT. A Pre-proposal conference is not planned. VETS-4212 Report: Prospective bidders are put on notice that the FAR prohibits making any award to a contractor that has not submitted the required annual VETS-4212, Federal Contractor Veterans' Employment Report (VETS-4212 Report), with respect to the preceding fiscal year if the contractor was subject to the reporting requirements of 38 U.S.C. 4212(d) for that fiscal year. Refer to FAR clause 52.222-37 -- Employment Reports on Veterans. Any questions regarding this solicitation shall be submitted in writing to the Contract Specialist, David Barceleau, at david_barceleau@nps.gov. Questions should be submitted no later than five business days prior to the due date.
