- PWS The purpose of this Request for Information (RFI) is to gather information from industry on establishing a service for the purchase of the following service. DLA requires logistics and simulation modeling tools that can facilitate strategic and tactical decision modeling related to the re-supply and operational planning of their bulk petroleum supply chains. DORRA has partnered with the University of Arkansas' Center of Excellence for Logistics and Distribution in the past to provide a robust working model and plans to continue to take advantage of this academic partnership for the future. The current CELDi model includes sources of supply, refineries, transportation networks (pipelines, barges, tanker ships, trucks etc.) and nodes (Government and Commercial fuel terminals), storage (Government owned, contractor owned and host nation) and interface with Military Service Theater Level Fuel Receipt and Handling Nodes. Specific objectives desired from CELDi include: • Assisting with the model conceptualization and development of a prototype simulation model of the bulk petroleum supply chain. • Assisting with the testing and evaluation of the prototype in order to assess the prototype's capability to meet desired end-user requirements. • Developing and enhancing DLA J67A's simulation modeling capabilities. DORRA requires an academic resource base for conducting general research and development of innovative, state-of-the-art logistics and supply chain management systems and strategies. The academic resource base shall conduct research on the development of logistics and supply chain management systems to include research on the nature and dynamics of material, service, and information flow processes. The resource base shall serve as a major source of published research and other information related to logistics and supply chain management. It shall also serve as a source of educational programs, conferences, and workshops. This document outlines the roles, responsibilities, and deliverables of the awarded College or University (resource base) and its contractor in support of the above objective and requirements listed at paragraph 4.0. The period of performance will include a twelve (12) month base year with two (2) twelve (12) month option years. This RFI notice is issued solely for market research and planning purposes and does not constitute a solicitation, or obligation on the part of the Government to acquire any products or services, not does its issuance in any way restrict the Government as to its ultimate acquisition approach. No award will be made from this RFI and the Government will not pay for any effort expended in responding to this notice. The information provided in this RFI is subject to change and is not binding on the Government. This RFI is prepared for planning purposes only and is not restricted to small businesseses. Sources are discouraged from submitting any information deemed competition-sensitive or proprietary. The Government shall not be held liable for any dmamages incurred if proprietary information is not properly identified. All submissions become Government property and will not be returned. After review of responses to this RFI, the Government may or may not proceed with an acquistion. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
