Description
Amendment 2 The purpose of this amendment is to extend the response date to June 22 due to issues with the SAM.gov website. Interested parties are reminded that registration with the System for Award Management (SAM) is required. In order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award. Amendment 1 The purpose of this amendment is to provide additional details in response to questions from interested contractors. The response date is extended to June 20. Q1 What type of solar power is at the North Entrance? A1 We have solar panels on a 20 foot tall pole just west of the North Entrance Station. The solar panels charge a bank of batteries contained in a small shed just west of the entrance station. Electricity flows from the batteries at 12V to two entrance station buildings where an inverter bumps it up to 110-120v. Q2 How much power is put out by the solar panels? A2 The solar system provides 1000 watts. Q3 Is the solar power backing up an existing 120 VAC power? A3 No, the north entrance station is 100% solar powered. Q4 What are the intentions for the data that is captured by the LPR, e.g. data logging or active checks against a specific database? If a specific database, what database must the LPR interact with? A4 The best case scenario is for live data to be available in the office setting (via Verizon cell modem) where the data could be actively linked to a database or at least available for monitoring during an incident. Whether the LPR system is mostly based at the remote entrance stations or the LPR system is based in the office will be something the vendor can put in the bid package. The main limitation at the North Entrance is the 4G Verizon modem and data usage caps. The Annie Creek Entrance Station internet is now provided by a HughesNet satellite system and may also be subject to data usage caps. We do not know which LE database would be used with the LPR system or if the end user here is interested in real-time interaction with a database. Q5 Does the system need to be on a specific Government network? A5 No. The south entrance station is on HughesNet satellite, the North Entrance is on Verizon, and we have CenturyLink DSL available in the offices. None of those systems at attached to any government network. Q6 Will the data be analyzed locally, or is this tying back to a central server?A6 The data could be processed/analyzed locally at the entrance station or back at an office. The main limitation at the North Entrance is the 4G Verizon modem and data usage caps. The Annie Creek Entrance Station internet is now provided by a HughesNet satellite system and may also be subject to data usage caps. The extent that sending images to the office for processing/analysis eats up the data usage caps would be one of the criteria that the purchaser would consider when evaluating the technical merits of a bid package. We do not have a real preference for local or office other than what is stated above. This is a combined synopsis/solicitation for the acquisition of an Automatic License Plate Reader (ALPR) system, a commercial item, prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-97 of January 24, 2018. Quotations are being requested via this notice only. A written solicitation will not be issued. The solicitation number is 140P8418Q0057 and the solicitation is issued as a request for quotation (RFQ). The acquisition is reserved exclusively for small business concerns. The North American Standard Industrial Classifications System Code is 333316 with a corresponding size standard of 1,000 employees. All responsible parties may submit a response, which, if timely received, will be considered. DESCRIPTION: License Plate Reader Integrated System (Cameras + Infrastructure + Recorders + Software + Accessories) The National Park Service (NPS) has a requirement for the furnishing and installation of a License Plate Reader Camera System (ALPR) at two locations (four buildings) in Crater Lake National Park, Klamath County, Oregon. The buildings are wood frame construction with wood siding. There are small roof overhangs. The winter environment includes heavy snow conditions with up to 1 foot of snowfall per hour and up to 3 feet of snowfall in a 24-hour period. Bldg. 232, the Annie Springs Entrance Station, has 120v power service and internet connectivity via a satellite service such as HughesNet, or similar vendor. The NPS will provide access to the satellite internet via a Cisco switch. Bldg. 232B, the Annie Springs Entrance Station (moveable building), has 120v power service and internet connectivity via a satellite service such as HughesNet, or similar vendor. The NPS will provide access to the satellite internet via a Cisco switch. Bldg. 234, the North Entrance Station, has 120v power service via solar power. Consideration should be given to minimizing power consumption. Bldg 234 has Verizon LTE cell ‐ phone service. The NPS will ensure connectivity between your solution and the Verizon internet via a Cisco switch. Bldg. 234B, the North Entrance Station (moveable building) has 120v power service via solar power. Consideration should be given to minimizing power consumption. Bldg 234 has Verizon LTE cell ‐ phone service. The NPS will ensure connectivity between your solution and the Verizon internet via a Cisco switch. The systems should include some or all of the following components: LPR cameras adequate to cover six lanes of travel as indicated in the attached photos (required). Mounting hardware and cabling for each camera adequate to attach cameras to wooden buildings (required). Digital Video Recorders (4), one for each building (not required if DVR's are not part of your technology solution). Software for the system with licenses for installation on five office computers (not required if software are not part of your technology solution). Any DVR solution will be configurable for accepting incoming and outgoing Ethernet connections and data flow from a remote office (required). The solution may not include cloud data storage services. Data must traverse the internet through an encrypted path between the entrance stations and the office location. See Attachment 3 for maps and additional information.
