- Solicitation Number: 47PM0918R0015 Notice Type: Pre-Solicitation Notice Contract Award Date: October 12, 2018 Contract Award Number: TBD Modification Number: N/A Synopsis: The General Services Administration (GSA) intends to issue a Request for Proposals (RFP) for a no-cost contract to provide Cafeteria Services to US Patent & Trademark Office (USPTO), located at 600 Dulany Street, Alexandria, VA 22314. The cafeteria location houses the following dining areas: Common Area Seating Adjacent to Cafeteria: Approximately 330 seats Atrium Common Area Space: Approximately 168 seats Outdoor Terrace area - Approximately 164 seats (available year round) This cafeteria is to be operated for the benefit of an average of approximately 6,000 campus occupants. The cafeteria location has the following historical sales data: Campus Sales 2017 Sales approximately $ 3,600,000 2016 Sales approximately $ 3,500,000 2015 Sales approximately $ 3,900,000 Catering sales are approximately $250,000 per year and are included in the above sales figure. This acquisition is for a single award, firm fixed-price contract, at no cost to the government, covering the duration of this service. The period of performance allotted for this requirement is a five-year base period; the contract may be extended thereafter for a term or terms of one to five years, not to exceed fifteen years. This award will be made in accordance with Federal Acquisition Regulation (FAR) 6.102, Use of Competitive Procedures. The selection process will utilize source selection procedures in accordance with FAR Part 15.3. This solicitation will be open to both large and small business professional firms. Consideration is open to established, qualified firms licensed to perform professional services (FAR 22.1102) which currently have active, properly staffed offices within the continental United States (including subcontractors). The RFP will be issued electronically on or about July 5, 2018 via the internet on http://www.fbo.gov/. All qualified responsible firms are encouraged to participate in this procurement. Small, veteran-owned small, service-disabled veteran-owned small, HUBZone small, small disadvantaged, and women-owned small businesses are encouraged to participate as prime contractors, or as members of joint ventures with other small businesses. This notice of intent is not a request for competitive orders. However, all responsible sources will submit a capability statement within seven (7) calendar days after the publication which shall be considered by the agency. Responses received after the response date or without the required information may not be considered. A determination by the Government not to compete as result of information received is solely within the discretion of the Government. The projected award date is October 12, 2018.
