RFI-Mast & Integration MAST AND INTEGRATION REQUEST FOR INFORMATION (RFI) M67854-18-I-2069 GENERAL INFORMATION Document Type: Request for Information (RFI) / Market Research Sources Sought: Businesses Under North American Industry Classification System (NAICS) Code 334220 Closing date for RFI: July 19, 2018 DESCRIPTION This RFI initiates market research under Federal Acquisition Regulation (FAR) Part 10.002(b) (2) (iii). The Marine Corps Systems Command (MCSC), Portfolio Manager Command Element Systems (PfM CES), Program Manager Communications Systems (PM CS), Terrestrial High Capacity Communications (THC2) Team requests industry feedback regarding integrating a Government Furnished Equipment (GFE) communication system consisting of two communication components: an optical communication system and a Radio Frequency (RF) communication system. The optical communication system and RF communication system payloads will be integrated on top of a Commercial off the Shelf/Non-Developmental Item (COTS/NDI) antenna mast-system. In addition, the communication systems and the antenna mast will be integrated into transportability systems. The transportability systems include the High Mobility Multipurpose Wheeled Vehicle (HMMWV), Joint Light Tactical Vehicle (JLTV) and Marine Corps fielded trailers for each of these vehicles. The Marine Corps is seeking a single integrated design solution for the GFE communication systems. The GFE communication systems will be integrated and provided as a transit cased configuration. The solution shall include an antenna mast capable of meeting the Marine Corps' system requirements provided below, and the capability to design a solution and integrate the mast and GFE communication systems onto the transport systems identified above. THIS RFI IS NOT A REQUEST FOR QUOTATIONS OR PROPOSALS. NO STATEMENT OF WORK IS CURRENTLY AVAILABLE FOR RELEASE. The purpose of this RFI is to determine industry integration capabilities, the availability of rapidly-deployable antenna masts, and to seek feedback on the current status of potential COTS/NDI solutions. This RFI is for the Marine Corps' informational and planning purposes only and does not constitute a solicitation for bids or proposals, and is not to be construed as a commitment by the Government. This RFI is a market research tool to determine availability and adequacy of potential COTS/NDI sources prior to determining an acquisition strategy and issuing a solicitation. The Government is not obligated to reimburse respondents for any information received as a result of this RFI. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a contract.   BACKGROUND The Marine Corps intends to replace its current Line-of-Sight (LOS) wide band communication system. The replacement system will include an antenna mast-system with a transit case-based, integrated, single solution having higher extension capability and greater maximum-weight payload capacity than currently fielded Marine Corps systems provide. This taller antenna mast-system with greater payload capacity must support both a RF and Optical Line of Sight communication system. Transit cased GFE communications systems and masts may be operated as standalone components transportable by Marine Corps fielded trailers or may be totally or partially integrated into the transport vehicles. The anticipated Marine Corps requirement is for a total of 800 systems, providing a variety of mast heights. The antenna mast shall provide +/- 3.75 degrees stability RESPONSES Interested parties are requested to provide an information package addressing their approach to meeting the mandatory requirements listed above, to include the following: • Your organization's description of, and capability and timeframe to deliver, an antennae mast solution with Incremental Extension Heights (variable), Mast Payload, Setup/Take Down Time and required Personnel for Setup/Take Down time for each of the extension height requirements and payload weights reflected in the Antenna Mast Requirements table. • An explanation of what capability can be provided, if you are unable to meet any of the above requirements, and what requirement relief would be necessary to meet the remaining requirements. • A description of your antennae mast specifications, addressing each functional area within the requirements listed above. • Dimensions of the antennae mast footprint, i.e., footprint diameter in feet, based on stabilization cabling, for stated heights listed above. • Information on external power requirements to operate the solution, if it is not supported by the specified transport vehicles. • Estimated production lead time, estimated system manufacturing rate, estimated system design times, maximum integration rates, and an assessment of when production items can be delivered and integration start, e.g., contract award + 90 days. • A rough order of magnitude cost in ordering lots of 25, incrementally to a total quantity of 800, for hardware, training, and integration costs. • Whether your solution is considered COTS or NDI, in accordance with FAR 2.101, with explanation. • Reliability data and statistics for each antenna mast discussed in the response, if currently in production. • Any test reports demonstrating your solution. • Manufacturer warranty for your solution. • The ability to provide lifecycle support for your product. • Your organization's description of, and its capability to provide, an integrated solution of a GFE RF communication system, GFE optical communication system, antennae mast, and GFE transport vehicles and trailers meeting the stated requirements. Please provide details concerning integration efforts as well as antenna mast components planned for use. • Any current government agency contracts, i.e. General Services Administration, DoD, NASA, etc., from which your material solution may be procured. Please send the requested information and/or your questions by e-mail only (Microsoft Word TM or.pdf attachments are preferred) no later than the closing date provided. Information packages and all inquiries shall be emailed to MCSC_MC3_CONTRACTS@usmc.mil. Please place "Attention: Response to RFI for LRS (R) Replacement and Integration" in the subject line of your e-mail. There is no page limit for RFI responses. Responses shall include "slick sheets" or product brochures, if available. Proprietary information submitted, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised, your RFI submission will not be returned. NOTICE Vendors are advised, the Government may use non-Government support contractor personnel to assist in collecting and reviewing market information and in providing technical advice to the THC2 team. Proprietary information submitted in response to this RFI will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act, as amended (41 U.S.C. 423) (hereinafter referred to as "the Procurement Integrity Act," or "the Act"), and as implemented in the FAR. Support personnel are procurement officials within the meaning of the Act and will take all necessary action to preclude unauthorized use or disclosure of vendor's proprietary data. By submitting a response, a company will be deemed to understand that, and agree to, the Government allowing its support contractors, with the appropriate Non-Disclosure Agreement in place, to access any information submitted in relation to this RFI.
