- United States Coast Guard Office of Aviation Forces (CG-711) Initial and Recurrent Training for CG Pilots, Engineers and Aircrew on the Gulfstream V (GV) aircraft. - Request for Information (RFI) 19 June 2018 Request for Information (RFI) This RFI is part of a market research effort by the United States Coast Guard (USCG) in support of the Coast Guard Office of Aviation Forces. The intent of this RFI is to seek information on vendor capabilities in providing GV Pilot and Aircrew training. The U.S. Coast Guard (USCG) seeks information on vendors with instructional services for operation of the USCG's Gulfstream V (GV) aircraft. The vendor shall be capable of providing courses including GV Pilot Initial, GV Pilot Recurrent, GV Flight Engineer Recurrent, GV Avionics Pre-Course, International Procedures Initial, International Procedures Recurrent, Supplementary Simulator Training Hours and Cabin Attendant Initial Training. These courses shall include actual hands-on instruction through the use of the course laboratory simulators, aircraft mock ups, actual aircraft, or aircraft parts. Each course shall not exceed a 5 week calendar period of instruction (including weekends and federal holidays). All courses must be specific to the GV airframe. In accordance with FAR 15.201(e), this RFI is issued solely for information and planning purposes and does not constitute a solicitation. This RFI does not commit the Government to contract for any supply or service whatsoever. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in response to this RFI. Additionally, it is the vendor's responsibility to monitor FEDBIZOPPS or other websites (i.e. General Services Administration (GSA) via https://www.gsa.gov/) for release of any future solicitation that may result from this RFI. Large Businesses and Small Businesses are encouraged to respond. The North American Industry Classification System (NAICS) code selected is 611512, "Flight Training". The small business size standard for this NAICS is $27.5M This RFI will also be used to determine if a future solicitation will be a small business set-a-side or based on a specific socioeconomic category. Interested vendors should respond with capability statement white papers, to include any partnership arrangements and potential sub-vendors, with Commercial and Government Entity (CAGE) codes and Point of Contact (POC) information. These white papers can range from summaries to full blown capability statements, internet websites and references, brochures, past performance information, current work, photos/pictures, PowerPoint presentation, diagrams, notional schedules, etc. Please limit electronic responses to no more than 20 pages per product/technology. Supporting documentation in the form of a glossary or attachments to the RFI response will not be counted towards the 25-page limit. Your email submission may not be greater than 5 megabytes (MB) due to USCG email size restrictions. However, you are allowed to split your information if necessary in to multiple emails. Responses shall be submitted via email only to the Contract Specialist at Mark.l.hopkins@uscg.mil and courtesy copy (cc) the Contracting Officer at Sharnete.K.Crown@uscg.mil. Proprietary information, if any, should be minimized and must be clearly marked. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. Industry Discussions USCG representatives may choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capabilities to meet the Government's requirement. Verbal questions will NOT be accepted. Questions will be answered and posted on FBO to all interested vendors; accordingly, questions shall NOT contain proprietary or classified information.
