AMSTA 1350 Non-Disclosure Agreement INTRODUCTION The U.S. Army Contracting Command - New Jersey (ACC-NJ) on behalf of the Office of the Project Manager, Close Combat Systems (PM CCS) and the U.S. Army Research, Development, and Engineering Command, Armament Research, Development and Engineering Center (RDECOM-ARDEC), Picatinny Arsenal, NJ is issuing this sources sought notice as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the manufacture, inspection, testing, and delivery of the following 12 Gauge Non-Lethal Cartridges: •M1116 Extended Range Non-Lethal Marking Cartridge (ERNL) •M1012 Point Control Non-Lethal Cartridge •M1013 Crowd Dispersal Non-Lethal Cartridge The intent of this sources sought notice is to assess the state-of-the art technology available in non-lethal extended range products that could be applied to meet this requirement for low-rate production. The results of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/ market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. DISCLAIMER THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The M1116 ERNL cartridge will augment the currently fielded M1012, which has an effective range of ten (10) to twenty (20) meters (m). The extended range (thirty (30) to fifty (50) m) of the M1116 cartridge provides field Commanders and Soldiers with an enhanced capability, increasing their flexibility with a blunt force trauma that contains a marking effect to target individuals for future identification. The cartridges are intended to be direct fire, low hazard, non-shrapnel producing devices that provides a less than lethal marking effect upon impact. When employed from 12 gauge weapon systems, the cartridges produce non-explosive and less than lethal force to confuse, disorient or deter the targeted individual without causing catastrophic injuries. The M1116 increases the safe standoff distance between supported units and targets while simultaneously minimizing civilian casualties and collateral damage of people, material, and infrastructure. The M1012 and M1013 are 12 Gauge non-lethal cartridges which are fired from 12 gauge weapon systems currently employed by the U.S. Army/ Department of Defense. These cartridges are intended to delay, deter, distract and incapacitate individuals at ranges of ten (10) to twenty (20) meters. REQUIRED CAPABILITIES - M1116 The Government requires the manufacture, inspection, testing, and delivery of the Cartridge, 12-Gauge Non-Lethal Extended Range; M1116 in accordance with the performance specification, MIL-PRF-32527. The Government envisions a solution for Cartridge, 12-Gauge Non-Lethal Extended Range; M1116 that meets the following operational and program requirements and is ready for low rate production: 1)Contain a marking capability that is visible on a marked target at fifty (50) meters or greater. The mark must cover an area of at least two (2) square inches regardless of shape and be non-red or non-orange in color. 2)Must have an effective engagement range of thirty (30) to fifty (50) meters (threshold (T)) and ten (10) to seventy-five (75) meters (objective (O)). 3)Must have a probability of hit (P(h)) equal to or greater than 0.5 from thirty (30) to fifty (50) meters (T) and 0.5 from ten (10) to seventy-five (75) meters (O) when fired from the Mossberg Model 500 or the Modular Accessory Shotgun System (MASS), M26. 4)Must have a reliability equal to or greater than 0.94 (T) and 0.98 (O). 5)Must comply with standard 12-gauge military packaging for shipping, 6)Ability to withstand operating temperatures ranging from 0°F to 140°F. 7)Contractor shall be able to provide documentation on any analysis conducted on the cartridge (i.e. Human Effects Center of Excellence (HECoE) Advanced Total Body Model report and/or Risk of Significant Injury report). 8)Contractor shall be able to provide impact energy and impact energy densities for the cartridge for the engagement ranges listed above. Respondents should address the following: 1)A brief summary of the capabilities, description of facilities, and relative experience in manufacturing and testing 12 gauge munitions. 2)Monthly production rate and/or potential forecasted production capacity. 3)Identification of any key suppliers that would be utilized in the manufacturing of the M1116 cartridge (both military and/or non-military). 4)Ability to acquire facilities with sufficient safety clearance to handle, store, and transport energetic materials. 5)A corporate point of contact, phone number, email address, and website (if available). 6)Identification of business size (and any socio-economic considerations), 2017 NAICS code, cage code, and DUNS number. 7)If significant subcontracting or teaming is anticipated in order to deliver technical capability, respondents should address the administrative and management structure of such arrangements. Qualification - M1116: The Cartridge, 12-Gauge Non-Lethal Extended Range; M1116 must demonstrate compliance with Performance Specification, MIL-PRF-32527. This includes, but is not limited to compliance with MIL-STD-1916. Please provide evidence that your organization has the capability to qualify the item in compliance with the applicable standards. Required Capabilities - M1012/ M1013 The current M1012/ M1013 cartridge designs consist of two (2) major subassemblies; first the cartridge case subassembly and second the projectile subassembly. The cartridge case subassembly is comprised of three (3) components; the shot shell case hull, primer, and primer cup, of which the latter two are pressed into the case hull. The projectile subassembly is comprised of three (3) components; the projectile/s, gas seal, and sealing wad. Along with a small caliber ammunition smokeless-type propellant, the projectile subassembly is inserted into the case subassembly, and the nose of the cartridge is roll crimped. Respondents should address the following: 1)A brief summary of the capabilities, description of facilities, and relative experience in manufacturing and testing 12 gauge munitions. 2)Monthly production rate and/or potential forecasted production capacity. 3)Identification of any key suppliers that would be utilized in the manufacturing of the M1012 and M1013 cartridges (both military and/or non-military). 4)Ability to acquire facilities with sufficient safety clearance to handle, store, and transport energetic materials. 5)A corporate point of contact, phone number, email address, and website (if available). 6)Identification of business size (and any socio-economic considerations), 2017 NAICS code, cage code, and DUNS number. 7)If significant subcontracting or teaming is anticipated in order to deliver technical capability, respondents should address the administrative and management structure of such arrangements. Qualification - M1012/ M1013: The M1012 and M1013, 12 gauge non-lethal cartridges must be produced in accordance with MIL-DTL-32318 and MIL-DTL-32319, respectively. This includes, but is not limited to, compliance with MIL-STD-1916. Please provide evidence that your organization has the capability to qualify the item in compliance with the applicable standards. ELIGIBILITY The applicable 2017 North American Industrial Classification System (NAICS) code for this requirement is 332992, Small Arms Ammunition Manufacturing with a Small Business Size Standard of 1,250. The Product Service Code is 1305 - Ammunition, through 30MM. The National Stock Number (NSN) for the M1116 is 1305-01-631-2798. The NSN for the M1012 is 1305-01-470-2405 and the NSN for the M1013 is 1305-01-470-2139. TDPs and/or Performance Specifications will be made available to industry on a case by case basis. TDPs and/or Performance Specifications are restricted to: Distribution Statement D. In order to meet the Government's requirement as detailed in this Notice, interested parties must be able to produce/deliver the M1116, M1012, and M1013. As such, interested parties must be vetted as able to receive the TDP and/or Performance Specifications for all three (3) items and are therefore required to meet the criteria for the receipt of technical data subject to Distribution Statement D. To receive a copy of these documents, interested parties shall submit an approved copy of their DD Form 2345, an executed Technical Data Request Questionnaire (TDRQ) AMSTA-AR Form 1350, and an executed Non-Disclosure Agreement (NDA) to the point of contact listed in this Notice. Submissions should be in contractor format, no less than 10 point font. No phone responses will be accepted.
