Additionally, the Government reserves the right to revise specifications, and refine contract requirements, before the release of any associated solicitation. This is not a Request for Proposals (RFP). OVERVIEW The Department of Veterans Affairs, Network Contracting Office 6 is conducting market research to identify potential sources for construction services to complete the below scope of work. The work site is the hospital campus of the W. G. (Bill) Hefner VA Medical Center in Salisbury, North Carolina. A Statement of Work, drawings and specifications are attached. The architect-engineering firm that designed the project shall not be contacted directly regarding this notice. Forward all questions to the point of contact identified below. This is not a presolicitation notice, but the magnitude of construction for this project is between $1,000,000 and $2,000,000. SCOPE OF WORK Project 659-18-202, Replace Roofs Bldg 2: "The Contractor shall provide all labor, tools, equipment, devices, materials, and supervision; Contractor will perform all operations necessary for the removal and complete replacement of the existing roof system to include roof surface, roof board, insulation, metal flashing, coping, pads/pavers, term bars, ballast and accessories to the roof deck. Contractor shall verify all existing conditions prior to bid. Remove existing roof on can't strips along parapet wall (if existing) and roofing/flashing at equipment curbs. Replace equipment curbs not in good repair. Flashing/cant strips may contain asbestos materials and proper precautions are to be taken when removing along with proper disposal. All holes or voids on the concrete deck shall be patched/repaired with quick drying concrete or as required to provide a suitable roof deck for the installation of a new roofing system. Do not remove any more existing roofing than can be completely re-roofed in the same day. Any item not detailed shall be constructed in a manner approved NCRA and the roof system manufacturer. SMALL BUSINESS REQUIREMENTS For market research purposes, all responses to this notice will be reviewed, regardless of small business/socioeconomic category, including those firms that are identified as large businesses. Review of responses to this notice will support later determination of set-aside requirements, if a solicitation becomes available, where the rule of two is met regarding a set-aside, including set-asides under 38 U.S.C. 8127 and 8128 for SDVOSB and/or VOSB firms registered in the VIP database, in accordance with priorities set by regulation. CONTRACTOR RESPONSIBILITY A potential source, for the purposes of this notice, is considered to be any firm meeting the following requirements. Based on responses to this notice, some of the below requirements may be modified, where necessary, prior to release of any solicitation. 1. Anticipated prime contractor is a licensed General Contractor, and holds other required licenses, according to State regulation where the potential source is headquartered and performs work under the applicable NAICS code. 2. The prime source is registered in the System for Award Management (SAM) database at https://www.sam.gov, as whichever entity/office that would receive award in the event of a solicitation. 3. The prime source is registered in the Vendor Information Pages (VIP) database at http://www.va.gov/osdbu, if applicable. (This is only applicable to firms meeting Small Business Administration (SBA) and VA requirements for Service Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) programs.) 4.
