- PHOTO 5 PHOTO 4 PHOTO 3 PHOTO 2 PHOTO 1 PWS SOLICITATION This is a combined synopsis/solicitation prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98, 31 MAY 2018 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20180601. It is the contractor's responsibility to become familiar with applicable clauses and provisions. This acquisition is 100% set aside for small business concerns and is under North American Industry Classification Standards (NAICS) code 811310 with size standard of $7.50 M. Contract line item numbers and quantities: Performance Work Statement 18 June 2018 Refinish Caterpillar AP-800C Asphalt Paver 203 rd RED HORSE Camp Pendleton, Virginia Beach, Va. CLIN 0001 Contractor shall remove all surface rust, asphalt, and paint by means of media blasting or other approved method. Vehicle operator's platform, body, and carriage shall be stripped to bare metal and treated with industry standard preventative. Contractor shall prime all treated areas. Entire vehicle, to include the asphalt hopper, shall be painted with two coats of Caterpillar construction yellow high gloss enamel paint or equivalent. Drive wheels shall be removed, broken down, O-rings replaced, liquid filled to manufacturer's specification, and repainted the same color as machine. Center stack and differential gauge to be replaced with Caterpillar parts or equivalent. Contractor shall replace all Caterpillar decals, safety, operating, and registration decals on exterior. The screed shall be stripped to bare metal, treated, and primed. The screed shall be painted with Caterpillar black medium gloss enamel paint or equivalent. Chrome slide plates shall be removed, re-chromed, and re-installed. Contractor shall replace wire loom on all exposed wiring. The Contractor shall provide non personal services to include all parts, labor, materials, and equipment to recondition one AP-800C Asphalt paver and EXTEND-A-MAT 10-20B screed that is attached registration number 01D00201. The contractor shall be responsible for picking up the paver at Camp Pendleton, VA and returning it to Camp Pendleton when the work has been completed. Paver is currently operational and is able to be driven onto a flatbed. Loading assistance is available by 203 rd RHS personnel if needed. CLIN 0002 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: https://afcmra.hqda.pentagon.mil/Login.aspx Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Any occupants within the vehicle must also have a valid state I.D in possession. All vehicles are subject to random search. Military personnel will escort initial deliveries to the site. Adherence to base speed limits shall be strictly enforced. Warranty: The Contractor shall extend to the Government the full coverage of any standard warranty normally offered in a similar sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard warranty does not waive the Government's rights under any "Inspection" clause that may be in the contract nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard warranty. The standard warranty period shall begin upon final acceptance of the applicable material and/or services listed in the Schedule. The Contractor shall provide a copy of its standard warranty (if applicable) with its offer. The warranty covers a period of ____________ months (OFFEROR is to insert number). Notices: The Contractor is hereby notified that in the event a Government employee other than the Contracting Officer directs a change in the work to be performed or increases the scope of the work to be performed, it is the Contractor's responsibility to make inquiry of the Contracting Officer before making the deviation from the written terms of the contract.
