- Solicitation for an Offshore USPC or TCN for USAID Djibouti. I.GENERAL INFORMATION 1.SOLICITATION NO.: 72060318R000003 2.ISSUANCE DATE: June 19, 2018 3.CLOSING DATE/TIME FOR RECEIPT OF OFFERS: July 18, 2018, before and/or on 5:00 PM (Close of Business) 4.POSITION TITLE: General Development Officer 5.MARKET VALUE: $89,370 - $116,181 equivalent to GS - 14.The final compensation will be negotiated within the listed market value based on the successful candidate's salary history, work experience, and educational background. Salaries over and above the top of the pay range will not be entertained or negotiated. 6.PERIOD OF PERFORMANCE: One year, with options to extend for one additional year. Extensions will be contingent on satisfactory performance, continued need for the services and availability of funds. 7.PLACE OF PERFORMANCE: USAID/Djibouti with possible travel as stated in the Statement of Work. 8.WHO MAY APPLY: United States Citizens, and United States Permanent Residents. Third Country Nationals (non-US, non-Ethiopian) Nationals. 9.SECURITY LEVEL REQUIRED: The final selected candidates must obtain both the appropriate security and medical clearances within a reasonable period of time (USAID will provide details regarding these clearances to Facilitate Access. If such clearances are not obtained within a reasonable time or negative suitability issues are involved, any offer made may be rescinded. 10.STATEMENT OF DUTIES 1. Background Located in the Horn of Africa at the mouth of the Red Sea and the Gulf of Aden, Djibouti's strategic position in a conflict-prone region with Yemen, Eritrea, Somalia and Ethiopia, combined with its commitment to peaceful, moderate views, underscores the importance of the US-Djibouti bilateral relationship. Djibouti plays a crucial role in promoting regional stability. The country hosts Camp Lemonnier, the only permanent U.S. military installation in Africa. USAID/Djibouti is a "Limited Presence Country (LCP)", based within the U.S. Embassy and headed by a USAID Country Representative who reports to the Mission Director for USAID/Ethiopia and Djibouti. It receives operational guidance and key support services from USAID/Ethiopia. USAID/Djibouti's $40 million development program portfolio supports workforce development, civil society strengthening, HIV/AIDs interventions, primary education and energy. Workforce development, in particular, is a high-profile inter-agency project that integrates the interests of the USG and Government of Djibouti to provide youth with viable work alternatives and preempt opportunities for radicalization. In addition to managing USAID core development programs and relations with the government and other in-country stakeholders, USAID/Djibouti plays an active role in 3D (Defense, Diplomacy and Development), cooperating closely with the Embassy to co-chair 3 D meetings and serving as a liaison between the Government of Djibouti and the Combined Joint Task Force Horn of Africa (CJTF-HOA) civil and humanitarian affairs projects. The Djibouti Office functions with two USDH positions, a USAID Country Representative and a General Development Officer, as well as 5-8 Cooperating Country Nationals (CCN). 2.Basic Function: The USPSC General Development Officer (GDO) is expected to provide technical guidance on issues related to education, economic growth, health, social and political development, and inter-agency policy engagement. The position will provide high-level counsel to senior staff both within the Embassy and USAID, to ensure programs and diplomatic engagement efforts synergistic. The General Development will be a Program Manager to support the management and implementation of the USAID portfolio in Djibouti. 3.Major Duties and Responsibilities: The General Development Officer will be responsible for leading USAID/Djibouti initiatives, which included supervisory oversight of Cooperating Country National staff. It is a largely analytical position that provides technical support and advises the USAID/Djibouti Country Representative on range of policy and diplomatic opportunities and approaches. The General Development Officer will be expected to show strong independent initiative and work with minimal supervision. Incumbent reports directly to the USAID/Djibouti Country Representative. The incumbent will oversee a multi-year development program worth $40 million. Program Management (50%) ●He/she will be expected to oversee implementation of USAID/Djibouti's development activities. This will include serving as Agreement/Contracting Officer Representative (A/COR) or Activity Manager for one or more activities, overseeing and providing support to CCN staff who manage ongoing activities with guidance and coaching. ●He/she will ensure programs are adequately aligned with the USG's strategic priorities; will develop indicators to ensure projects are adequately monitored; and that applicable USAID policies, procedures, and requirements are met. Oversee performance monitoring, collaboration, learning and adaptation and evaluation of results of activities. He/she will visit program sites as necessary to observe program results and to interface with project implementation partners. ●The incumbent will be responsible for analyzing opportunities and risks associated with proposed and ongoing activities. The incumbent will also be responsible for guiding the design of any new activities, guide programmatic investment decisions; assist to respond to requests for information from USAID/Washington and USAID/Ethiopia and ensure that required reporting is completed accurately and timely. Ensure smooth day-to-day functioning of the USAID/Djibouti Office. Analytical Leadership and Counsel (25%) ●The incumbent will provide analysis and advice to guide USAID/Djibouti's efforts to address technical issues in the implementation of its activities in the governance, energy, workforce development, education and health sectors. S/he shall serve as a resource to all staff to ensure that important technical issues are adequately considered in ongoing and future development activities. ●The incumbent shall serve as a senior advisor to the Country Representative on political and economic challenges impacting USAID/Djibouti's programming, and the wider development context. S/he shall be expected to liaise with a variety of government and private-sector individuals. In addition, the incumbent shall identify areas and interventions in which USAID programming is affected by broader trends in host- country and regional politics. ●The incumbent shall be responsible for directing strategic reviews of existing programming as applicable. S/he shall identify opportunities to leverage USAID programming with public and private-sector investments. ●S/he will summarize key social, political, and economic issues and challenges, and guide mission's dialogue in appropriately adapting programs. The incumbent will be responsible for communicating USAID's efforts to address development issues in Djibouti to a variety of internal and external audiences. Government and Donor Coordination (25%) ●The incumbent will support USAID/Djibouti and the Country Representative as a key liaison with the Government of Djibouti, other bilateral donors operating in Djibouti, and other USG agencies including members of the U.S. military stationed at the Combined Joint Task Force Horn of Africa (CJTF-HOA) on civil affairs projects, and as well as other agencies at post. S/he shall be expected to formulate analyses and programmatic options for decision-makers that incorporate a broad set of USG interests. ●The incumbent will provide hands-on support to the Country Representative in his/her capacity as the chair for donor coordination by organizing donors meetings, formulating agenda items, preparing meeting notes, and support in facilitating discussions. In addition, support the Country Representative in deepening relationships with other donors by organizing informal meetings, identifying points of mutual interest, and supporting efforts to build coalitions and communities of practice. S/he will therefore be expected to adequately represent USAID priorities, and coordinate development interventions with international donors and host-government institutions. ●The incumbent shall also support USAID/Djibouti staff to coordinate with local structures within the private sector and civil society. 3. SUPERVISORY RELATIONSHIP The PSC/TCN works directly under the supervision of the USAID Djibouti Country Representative, or his/her designee. 4. SUPERVISORY CONTROL The PSC/TCN will be the direct supervisor of a team of three to five CCNs. He/she will be responsible for ensuring the quality, timeliness, and accuracy of their work. In addition, the PSC/TCN is expected to serve as a mentor and subject-matter expert to those that he/she supervises. The incumbent will be expected to provide substantial technical guidance to these USAID/Djibouti staff. 11.AREA OF CONSIDERATION: According to ADS 309.3.3, a "USAID policy is that the use of CCNPSCs is preferred over the use of TCNPSCs in order to integrate the foreign assistance effort into the community, enhance the skills of the cooperating country's population, and contribute to the local economy. USPSCs are also preferred over TCNPSCs with equivalent qualifications." For USPSC: ●Be a U.S. citizen or U.S. Permanent Resident ("green card holder"); ●Submit a complete application as outlined in the solicitation section titled APPLYING; ●Be able to obtain facility access authorization; ●Be able to obtain a Department of State medical clearance; ●Be willing to travel to work sites and other offices as/when requested; ●Employment is subject to funds availability and all the required approvals obtained. For TCNPSC: ●Be a Third Country National. Third Country National means an individual: (1) Who is neither a citizen nor a permanent legal resident of the United States nor of the country to which assigned for duty (Ethiopian), and (2) Who is eligible for return to his/her home country or country of recruitment at U.S. Government expenses; ●Submit a complete application as outlined in the section titled APPLYING; ●Be able to obtain facility access authorization; ●Be able to obtain a Department of State medical clearance; ●Be willing to travel to work sites and other offices as/when requested. ●Employment is subject to funds availability and all the required approvals obtained. 12.PHYSICAL DEMANDS: The primary location of work will be on the U.S. Embassy/USAID compound in Djibouti, Republic of Djibouti. II.MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION This position requires a combination of high-level technical, analytical, communication and managerial skills combined with senior-level advisory skills. The following specific qualifications are necessary: Education: A minimum of Master's Degree in a development field, technical area, management, economics, business, or a related activity is required. Prior Work Experience: The General Development Officer must have a minimum of at 8 years progressively responsible experience in strategy development, and managing international development programs with large international organizations. As well as previous work experience in a USAID Mission is highly desirable. Language: Fluent in English and French speaking, reading and writing. Knowledge, Abilities and Other Skills: Advanced understanding of the USAID program cycle as elaborated in the most current USAID ADS 201 series, including a sophisticated understanding of project and activity design, monitoring and evaluation, collaboration, learning and adaptation principles; mastery of program budget planning and oversight. The work requires proven, demonstrated ability to work independently within agreed-upon parameters with minimal supervision or guidance, while exercising sound judgment. Strong communications skills are critical to the position. The candidate must be fluent in French, and have a proven ability to communicate quickly, clearly, and concisely, both orally and in writing, including in preparation of technical reports and presentations and briefings. The candidate should have demonstrated ability to produce professional-quality analytical pieces, and to deliver authoritative, persuasive oral presentations to senior USG officials from multiple agencies, other donors, the Government of Djibouti. III.EVALUATION AND SELECTION FACTORS 1. SELECTION PROCESS AND INSTRUCTIONS After the closing date for receipt of applications, a committee will convene to review applications that meet the minimum requirements and evaluate them in accordance with the evaluation criteria. Applications from candidates who do not meet the minimum requirements will not be scored. As part of the selection process, finalist candidates will be interviewed. Reference checks will be made only for applicants considered as finalists. The applicant's references must be able to provide substantive information about his/her past performance and abilities. If an applicant does not wish USAID to contact a current employer for a reference check, this should be stated in the applicant's cover letter; USAID will delay such reference checks pending the applicant's concurrence. The applicants must address each Evaluation Criteria listed below.to be considered; candidates will be evaluated and ranked based on the following evaluation criteria: 2. EVALUATION FACTORS a. Education: (10 points) Master's Degree in international development, education, business administration, economics, social science, or public administration. b. Prior Work Experience: (40 points) A minimum of eight years of experience in program and development-related work, which includes themes related to good governance, economic growth, health, education, public administration, and/or public policy. Must have significant experience in designing and managing implementation of development interventions, writing analytical reports, managing external relationships with government, donors and partners, and using empirical data to design, implement, and evaluate programs. Significant experience working with international donor-funded activities is required. Experience working with USAID or a USAID implementing partner is desired. Experience working with the U.S. military is also a plus. c. Knowledge, Skills and Abilities: (30 points) A strong knowledge of the development context, preferably in sub-Saharan Africa including existing economic, political and cultural structures that inhibit and/or promote development. S/he is required to have strong technical knowledge and expertise pertaining to health, education, good governance, institutional capacity building, and/or economic growth programs. Has good working knowledge of USAID processes related to program design, project management, budgeting, and monitoring and evaluation. A advanced skills in host country government and international donor coordination is highly desired. Strong knowledge of how to manage development programs in highly complex and fluid social contexts is required. Ability to analyze complex governance and development challenges. d. Interpersonal and Communication Skills: (10 points) Must be able to effectively communicate complex development challenges to a variety of audiences. Excellent written and verbal communication skills are required. Demonstrates sophisticated communication skills by generating thoughtful discussion during the oral interview, with ideas presented in a highly professional and diplomatic style. Communicates highly analytical views in presenting ideas, both in oral and written sections of the interview. Demonstrated interpersonal skills and ability to work in a diverse, multicultural teams setting. f. Language: (10 points) Must be fluent in both French 3 and English Languages.
