The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB) would like to request a Brand Name or Equal Sun Nuclear IC Profiler Ion Chamber Detector Array. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. N02RC82578-24 includes all applicable provisions and clauses in effect through FAR FAC 2005-98 (May 2018) simplified procedures for commercial items. The North American Industry Classification System code is 334516 and the business size standard is 1000 employees. This acquisition is a 100% small business set-aside. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. BACKGROUND The Radiation Oncology Branch of the CCR treats cancer patients with radiation from linear accelerators according to approved clinical protocols. It is essential to a successful treatment outcome that these machines function properly and reliably. Therefore, radiation characteristics such as beam energy, output and field uniformity need to be checked on a regular basis as part of routine Quality Assurance (QA) as well as after any major service or component replacement. In many cases, these scans need to be repeated frequently as adjustments are made in order to restore the correct operating characteristics. Typically, this is done with a scanning water phantom which uses a detector which can record radiation intensity distributions while being moved along the three principle axes. These phantoms are, however, cumbersome and can take 1-2 hours to set up, properly position and calibrate and an additional hour or so to dismantle. This makes them cumbersome for quick spot checks. Also, it takes a couple of minutes to scan the single detector across the radiation field. Only a single scan in one direction can be made at a time. A much more efficient method for performing these tasks is to use a 2-dimensional detector array. There are two types of arrays: a uniformly spaced rectangular array and an array in which the detectors are optimized along the principle scan axes (transverse, longitudinal and both diagonals). The optimized array is superior for measuring beam profiles, as the limited number of available detectors can be spaced closer together, providing a more accurate measurement. Also, a simple wedge-type filter can be superimposed on the array to provide depth-dose response, which is indicative of beam energy. An array can also use either diodes or ionization chambers for the detectors, but ion chamber-based arrays are preferable due to their superior measurement stability with results that closely mimic (within 0.5%) water-based measurements. PRODUCT FEATURES/SALIENT CHARACTERISTICS The following product features/characteristics are required for this requirement: • Unit shall have a minimum of 251 ion chamber detectors, each with a width of 2.9mm. • Detectors shall be spaced at 5mm intervals. • Detectors shall be arranged along two orthogonal principal axes (radial and transverse) as well as along two diagonal axes that are orthogonal and offset 45° to the principal axes. • Detector array shall be capable of measuring a field size of 32cm x 32 cm along the principal axes at 100cm distance and 40cm x 40cm along the principal axes and 45cm x 45cm along the diagonal axes at 75cm distance from the source. • Detector array shall be capable of making real-time measurements along all axes simultaneously. • Detector accuracy shall be within 0.5% of measurements made with a scanning ion chamber in a water tank. • Detector array shall have an additional Electron Energy Quad Wedge Plate to permit precise energy determination for electron energies ranging from 4 MeV to 22 MeV. • Detector array shall have an additional Photon Energy Quad Wedge Plate to permit energy analysis for photon energies ranging from 6 MV to 18 MV. • Software suite permitting data collection, display and analysis shall include the following features: o Shall provide real time parameter calculations of:  Flatness  Symmetry  Field Size  Light field/ radiation field congruence  Penumbra  Dose rate  Beam center  Output  Beam stabilization time  Electron energy verification  Photon wedge angle calculation  Pulse counting  Dose per pulse and  Pulses per second. o Shall have the ability to compare, subtract and overlay profiles o Shall have the ability to import water tank data for comparison o Shall perform calculations according to all relevant international and OEM protocols o Shall provide an interface for beam tuning and data plotting o Shall provide measurement and playback in real-time movie mode • Shall include 25 meter power-data cable, USB/serial power data supply, USB cable and serial cable • Transport/storage case shall be provided • All shipping costs must be included in the quote. NCI will not be responsible after award is made, if costs are included. DELIVERY / INSTALLATION Contractor shall deliver the item(s) within 90 days after award to: NIH/NCI Bethesda, Maryland 20892. The Contractor that receives the award will be provided with the complete mailing address and point of contact. Upon award, Contractor must notify the NCI Technical Point of Contact to schedule the delivery. TRAINING A user manual shall be provided. Applications support shall be provided via internet web, email and/ or telephone during normal working hours. PAYMENT Payment shall be made after delivery and acceptance of the Technical Point of Contact. Payment authorization requires submission and approval of invoice to the NCI COR and NIH Commercial Accounts. BASIS OF AWARD The purchase order will be awarded to the Lowest Price Technically Acceptable (LPTA). The award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for the requirements/technical specifications stated above. The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the quote. The Government reserves the right to make an award without discussions. PROVISIONS AND CLAUSES The following FAR provisions and clauses apply to this acquisition: FAR 52.211-6 Brand Name or Equal. (Aug 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
