- Fusion Biopsy System Service Maintenance (Statement of Work) Notice of Intent to Sole Source The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b) (1) (i), due to only one responsible source to meet the Government's needs, to Invivo Corporation, located at 3545 SW 47th Ave., Gainesville, FL 32608-7691. The objective of this sole source award is to procure full service repair and maintenance for the Government-owned UroNav Fusion Biopsy System v2.0, Model # UroNav 2 (Serial Number 134). The Fusion Biopsy System is utilized to enhance the current capabilities of the Urology Department to identify, diagnose, and monitor prostate cancer at Naval Medical Center San Diego. The Urology Department requires a service and maintenance contract on the Fusion Biopsy System that allows 1) two (2) preventative maintenance call per year per manufacturer's specification; 2) service and maintenance on all parts and accessories associated with the system; 3) manufacturer's approved replacement parts; 4) provide loaner equipment for items requiring repair exceeding five (5) business days; 5) unlimited service calls, including all travel, parts, and labor costs; 6) factory trained and certified service representatives; 7) overnight component exchange program; 8) free Invivo software updates; 9) options for 3 years after base year; 10) no negative past performance from the vendor with the command; and 11) one (1) time period of two (2) days per year on-site application training. Invivo Corporation is the only vendor that can provide all requirements as described above. Invivo holds the patent on this technology and is the only vendor that can provide loaner equipment with the same model and capabilities to ensure continuation of care for Urology patients. The equipment noted has some maintenance that is "manufacturer-required", and can only be performed by an Invivo field service certified technician, due to the complexity of the equipment in question, and to the patient safety factors and liability issues. Service maintenance must meet the service expectation as outlined in the attached statement of work. Due to the OEM-certified service nature of the equipment, no other company was found that could provide maintenance should a problem arise. Invivo has proprietary specifications and, as the manufacturer, is the only vendor able to provide appropriate replacement parts. The NAICS Code for this requirement is 811219; the small business size standard is $20.5 million. Service Maintenance in question is for the base year with three (3) option years. Period of Performance: Base Year - August 1, 2018 to July 31, 2019 Option Year 1 - August 1, 2019 to July 31, 2020 Option Year 2 - August 1, 2020 to July 31, 2021 Option Year 3 - August 1, 2021 to July 31, 2022 This notice of intent is a not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 10:00 PM Local Time, 28 June 2018.
