INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), National Institute of Neurological Disorders & Stroke (NINDS) Section intends to solicit by a request for quotation from Heritage University for award on or around July 3, 2018. The purpose of this purchase order will be to provide the National Institute of Neurological Disorders and Stroke (NINDS) with a five (5) week summer internship program for Native American students within the Yakama Nation. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS code 611310 with a Size Standard of $27.5 Million. This acquisition is NOT set aside for small businesses. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. FAR Subpart 13.106-1 (b) Soliciting from a single source provides that: For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name OR industrial mobilization). The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-98 dated May 31, 2018. DESCRIPTION OF REQUIREMENT PURPOSE AND OBJECTIVES: The purpose of the Scientific Research Preparatory Summer Course is to prepare students from underrepresented populations like the Yakama Nation, to be competitive applicants for the NIH Summer Intern Program (SIP). Heritage University (HU) is uniquely suited to administer the AIAN SIP Prep Program. HU is located in the Yakima Valley and is located on the Yakama Nation Reservation. Having been found by a Native American, HU has always had close connections to the Yakama Nation. HU is also the only undergraduate institute that has the capacity to fulfill the requirements for this course, both in size of facility and depth of faculty expertise. In addition, HU works closed with the Environmental Science Camp, which is an integral part of the course, and important to the Native community. The Tribal Ecological Knowledge (TEK) component of course cannot be presented by anyone outside the Native community. This will be a five (5) week course in which Heritage University will partner with other local universities in the Yakima Valley. PROJECT REQUIREMENTS: The contractor is expected to partner with at least one local university within the Yakima Valley area to host a five-week summer internship program for Yakama Nation High School Students utilizing an NINDS developed curriculum and schedule. Heritage will furnish all the services, personnel, material, equipment, and facilities to host the summer internship. The contractor will be expected to conduct a summer internship program utilizing the attached curriculum and schedule. The internship participants will number between 10-15 Yakama Nation high school students who have been awarded spots in the summer internship program by NIH. The Contractor shall: Partner with a local university to conduct the program in accordance with the NINDS supplied curriculum. Furnish services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government under the terms of this contract. The Contractor must have extensive experience providing program support services, working with underserved populations, specifically AIAN populations, and coordinating programs to increase scientific experience. Oversee a developing summer science curriculum for underrepresented individuals living on or near the Yakama Nation Reservation in Yakima, Washington. This curriculum will be provided by NINDS and is attached. Coordinate with local universities in the Yakima Valley to provided laboratory environment to host summer program.Provide personnel to staff summer program. Coordinate travel for students to summer program. Coordinate with local universities to provide oversight for Environmental Science Camp Research Activity. Task: Find personnel; travel personnel as needed; procure transportation for students in program; provide for supplies for students to include handouts, name tags, etc. Task: Coordinate with universitites in the Yakima Valley to locate qualified personnel to coordinate the program. Task: Coordinate with local Tribal High Schools in the Yakima Valley to locate qualified personnel to coordinate the program, and to identify the appropriate students. Task: Coordinate with identified personnel to define list of supplies, both office and scientific and confirm other curriculum needs. Task: Provide certificates for students for closeout ceremony. Final training materials, schedule, and curriculum will be provided to the COR for review and approval prior to the start of the course. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, Heritage University is the only vendor in the marketplace that can provide the services required by NINDS. In accordance with FAR part 10, extensive market research was conducted to reach this determination. Specifically, a sources sought notice was posted to FedBizOpps referencing the above detailed requirements and no responses were received. Additionally, contacts with knowledgeable individuals both in industry and Government revealed no other sources. Finally, a review of the GSA Advantage, Dynamic Small Business Search, and previous government acquisitions returned no results that meet all of the requirements. Therefore, only Heritage University is capable of meeting the needs of this requirement. The intended source is: Heritage University 3230 Fort Rd Toppenish, WA 98948 CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must be received by the closing date and time of this announcement and must reference the solicitation number, HHS-NIH-NIDA-NINDS-NOI-18-4991171.
