- THIS IS A SOURCES SOUGHT SYNOPSIS - FOR PLANNING PURPOSES ONLY. The purpose of this Sources Sought notice is to determine availability and capability of qualified Small Businesses, Service Disabled Veteran Owned Small Businesses, Woman Owned Small Businesses, or HUBZone small businesses. Responses to this notice will be used for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research only. Depending on market research and other influences, GSA anticipates issuing a solicitation for this project around August, 2018. This is not a request for offers or proposals and funds are currently not available. The Government does not intend to award a contract based on responses and the Government is not obligated to and will not pay for information received as a result of this announcement. Project Location: Anthony J. Celebrezze Federal Building 1240 E. 9th Street Cleveland, Ohio 44199 This Sources Sought is for Architectural Design Services only, NOT Construction Services. Project Description: The project proposes the renovation and backfill of floors 9 through 13 at the Celebrezze Federal Building. The Veterans Benefits Administration (VBA), currently on the 9th through 13th floors, is looking to consolidate and modernize office space on the 9th through 12th floors. The Department of Education and the Department of Labor - Office of Workers' Compensation Program, currently in Cleveland area lease locations, are proposed to backfill the VBA vacated 13th floor. Several smaller tenants currently on the 9th and 12th floors will be relocated to vacant space on other floors in the building to provide continued long-term housing for VBA. This would also allow VBA to consolidate office space to fewer floors in the building, all of which would be on the same elevator bank. The project also provides the opportunity to complete much needed shell upgrades and to remove hazardous materials, including ACM fireproofing, on affected floors. The scope will include all new ceilings, lighting, fire alarm system, ductwork, VAV boxes and controls, modification of stairwell handrails throughout the building for Architectural Barriers Act Accessibility Standard (ABAAS) compliance, modification of the 12th floor public toilet rooms for ABAAS compliance, Building Standard common corridor and elevator lobby finishes, tenant improvements, rework of fire sprinkler drops/replacement of sprinkler heads at renovated floor areas, and combination sprinkler standpipe/riser crossover work at the 20th and 28th floors. The design for the project will conform to the Celebrezze Federal Building Design Standards, Facilities Standards for the Public Buildings Service P-100, and other building codes and standards as applicable to this project. The estimated construction price exceeds $50,000,000.00. Sources are being sought for firms with a North American Industry Classification System (NAICS) of 541310 - Architectural Services. The small business size standard for NAICS code 541310 is $7.5 million in average annual receipts over the past three (3) years. Unique Situations/Risks: 1. The project will be compliant with the Design Excellence Guiding Principles and GSA's Design Excellence Program will be implemented as part of the project. 2. The building is considered eligible for listing on the National Register of Historic Places and will go through the review process for Section 106 of the National Historic Preservation Act. 3. The project will renovate approximately 154,000 USF of office space affecting at least 8 separate federal tenant agencies. 4. The high-rise location in downtown Cleveland coupled with the need for continuous operation during construction, present unique challenges for the project. It is intended that the facility will remain fully occupied during the entire project. No adverse impact on tenant mission or operations will be acceptable. Responses: Firms interested in this effort must be able to demonstrate experience on three similar projects, which shall include a description of their experience(s) partnering with engineering firms on the projects noted. Similar project is defined as a project similar in size, type and complexity. To be considered similar in size, projects should exceed $50,000,000 for both design and construction cost and must be completed in the last seven years. Interested small business vendors shall submit their capability statement electronically, limited to 10 double sided pages. The capability statement shall be sufficient in detail to allow Government to determine the organization's related qualifications to perform the work. The statement shall include: 1)a) Company name. b) CAGE code. c) DUNS number. d) Active SAM registration printout (www.sam.gov). e) Size/number of employees. 2) A statement describing the company's interest in performing the work. 3) Organization chart of the design team. 4) Capabilities and experience with federal design of renovation projects over $50 million. Submitted references should highlight recent and relevant design projects in fully occupied facilities within the past 7 years. 5) Firms must be able to demonstrate experience specifically in managing and designing for consolidating tenant work groups and swing space activities. 6) Contact information: Point of contact name, Phone number, E-mail address and web address (if available). Companies providing above referenced material are requested to limit their submission to no more than 10 double-sided pages. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of the Government's evaluation of the information received. Incomplete responses will not be considered in determining market availability. Responses to this Notice shall be reviewed by the Contracting Officer for the purpose of determining whether there exists reasonable interest and capability. A determination not to complete the proposed procurement based upon responses to this Notice is solely within the discretion of the Government in response to this Notice will be for review purposes only. THIS IS NOT A REQUEST FOR PROPOSALS. Interested Offerors shall respond to the Sources Sought no later than 4:00 pm CST, Monday, July 2, 2018 via email to Daniel Ramirez at daniel.ramirez@gsa.gov.
