- This Sources Sought Announcement is to assist the Natick Soldier Research, Development and Engineering Center (NSRDEC) to identify potential sources to provide preventative maintenance and repair for the Process Chiller. Regular maintenance is needed to ensure optimal performance and minimize the impact of instrument down time on testing and research productivity. The Government requests that responses be submitted electronically to mary.k.prebensen.civ@mail.mil and damian.kubiak.civ@mail.mil by July 6, 2018 by 5pm EST. Background: The Government (NSRDEC) requires preventive maintenance and repair for the Process Chiller. In order to keep such equipment operating in peak condition repair work is needed and a Maintenance Service contract is required to provide yearly preventative maintenance actions as well as provide repair services should the components fail. Requirements: The Contractor will supply all labor and material to perform the service. The contractor will be licensed. The contractor will adhere to all codes and regulations. The contractor's primary focus shall be to: • Repair a leak in the refrigeration line of the Sterling Process Chiller to include: o Pump down liquid and hot gas lines o Remove all refrigerant from lines o Cut open the line and remove old pressure relief valve o Install new pressure relief valve which includes a new copper to brass tee and new brass adapter o Evacuate lines to 400 microns o Pressurize and leak test the system o Start chiller and charge per manufacturers specifications o Complete start up to make sure all systems are functioning normally o Provide one year warranty on all parts and labor • Provide Preventative Maintenance o Clean condenser o Check the amp draw on all chiller components o Make sure suction and line pressures are normal o Visually inspect the system to identify potential maintenance issues Personnel Qualifications: It is essential the contractor have an understanding of the Process Chiller systems. It is essential the contractor have an understanding of the components and operation of the Process Chiller and has the specialized experience to maintain and repair the Process Chiller. The contractor should be licensed and insured. Period of Performance: The period of performance for the maintenance is twelve (12) months. Repair work is expected to take one day. Travel: Travel is anticipated under this contract to NSRDEC. Security: A security clearance is not required for this work. Government Furnished Equipment/Information/Computer Utilization: N/A Other Direct Costs (ODCs): N/A Deliverables: • Deliver repair service of the Process Chiller • Deliver a preventative maintenance visit to the government laboratory within a 48 hour time frame with a trained maintenance technician. Interested parties are invited to submit a response to this Sources Sought Announcement. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY This Sources Sought Announcement is issued solely for information and planning purposes and to identify interested sources. THIS IS NOT A SOLICITATION. No contract will be awarded from this announcement. This Sources Sought does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States Army has not made a commitment to procure any of the items/services discussed, and release of this Sources Sought Announcement should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Response to this Sources Sought Announcement is voluntary and no reimbursement will be made for any costs associated with providing information in response to this and any follow-on information requests. All submissions become Government property and will not be returned. Not responding to this Sources Sought Announcement does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the Federal Business Opportunities (FedBizOps) website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. RESPONSES: Interested parties may identify their interest and capability by sending responses regarding this requirement to the NSRDEC via e-mail ONLY to mary.k.prebensen.civ@mail.mil and damian.kubiak.civ@mail.mil no later than July 6, 2018 by 5:00 p.m. EST. The U.S. Government will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the expense of the interested party.
