- Attach_1;_Salient_Characteristics Attach_2;_PWS THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS IN DETERMINING THE AVAILABILITY OF THE ATTACHED REQUIREMENT. **NO AWARD WILL BE MADE FROM THIS SOURCES SOUGHT** **DO NOT SUBMIT A QUOTATION OR PROVIDE COST AND PRICING DATA** **NO SOLICITATION IS AVAILABLE AT THIS TIME** ALL RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR THE POSSIBLE FUTURE ACQUISITION. Ellsworth AFB, South Dakota is seeking sources qualified and interested in providing a commercial item proposed in accordance with Attachment 1, salient characteristics, provided in this sources sought synopsis, OR EQUAL ITEMS. The government encourages alternate solutions of manufactuer equipment that produces same result. Installation of the above mentioned items in accordance with the Attachment 2 Performance Work Statement. All interested parties are invited to provide information about your company/institution, or any teaming or joint venture partners. NOTE: IF YOU DO NOT INTEND TO SUBMIT A PROPOSAL FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS If your firm has an interest in proposing on future requirements as described above, who believe they can meet the requirements, are invited to submit, in writing, a complete capabilities package. Provide responses NO LATER THAN 27 June 2018 to ryan.smith.108@us.af.mil. At a minimum capability statement shall state skills, experience, and knowledge required to perform this type of work. Include the following: 1. Company name, address, point of contact (POC), telephone number, fax number, email address, website, and CAGE Code. Companies must be SAM registered to be eligible for contract award. 2. Company's business size and/or socioeconomic status (i.e. Small Business, SBA Certified 8A Program Participant, SBA Certified HUB Zone Firm, Small Disadvantaged Business, Service Disabled Veteran Owned Business, Woman-Owned Small Business). 3. A positive statement of your intention to bid on this contract as a prime contractor. 4. Offeror's Joint Venture, Partnering Agreement, or Mentor-Protégé information if applicable - existing and potential. 5. A listing of any government contracts held over the last three (3) years. 6. Its primary purpose will be to fill the role of an off-road ambulance to respond to mission required events such as an inclement weather, aircraft mishap, or wild fires. Requirement Overview. This PWS defines the efforts required to replace the dated Clearsite wireless backbone to the Ellsworth AFB installation security camera system. The wireless back bone provides nine perimeter cameras the capability to operate wireless due to lack of fiber infrasture in remote locations on the installation. The current Clearsite equipment will be removed by the contractor, disposed of and the new Motorola equipmement will be installed to manufacture's specifications, programed and or modifiied to operate with the existing equipment. The Contractor shall provide all personnel, equipment (to include lift equipment) tools, materials, management, operations, supervision, other items and logistic support as defined in this PWS. The Contractor technical personnel shall be certified to perform all tasks required to install the wireless system equipment and certified on our current CCTV software, Video Image and Display System (VICADS). The contractor will be escorted by Security Forces or owner/user to any special facilites with limited access. 1.1. Security Requirements/Certifications. Certificates must be submitted with the contractor's proposal. These certificates must show that the submitted personnel are certified and qualified to install, program, and operate the wireless equipment with VICADS Installation. Contractor shall provide all labor for the install of the the wireless equipment. The contractor will install the wireless camera equipment, conduct operational testing with the 28th Security Forces Electronic Security Systems (ESS) office, and provide turnover to the government. 1.3.1. All work shall be done in accordance with manufacturer's specifications and in coordination of the 28th Security Forces Squadron (SFS) Electronic Security Systems (ESS) office. 1.3.2. Contractor will provide company-owned, privately owned, or rental vehicles for transportation. Contractor vehicles must be properly insured to be driven on the installation. 2.0 Service Summary. 2.1. Configuration Status. Upon product turn over to operate, the Contractor will submit drawings and other technical documentation regarding installation, scheduled maintenance, and operation to the customer prior to contract sign off. 2.1.1. Warranty. The warranty period will begin after complete installation, acceptance, and sign off. If the product becomes defective and is covered by warranty, the Contractor shall coordinate with the manufacturer or authorized retailer for obtaining the new part and installation. 3.0 Government Furnished Materials. 3.1. The government will provide water, sewage service, electricity, and storage space for equipment at no cost to the contractor. The government will provide installation entry passes to the installation and provided escort into secure areas for the duration of the contract. The contractor shall not place trash or debris in base roll-out containers. 3.1.1. Prior Coordination with Customer. Prior to installation a schedule of proposed times for installation will be coordinated with and approved by the 28 SFS Electronic Security Systems office (ESS). 4.0 General Information. 4.1. Operations Security (OPSEC) Plan. The contractor shall develop and implement a plan for protection and control of critical program information, sensitive data, and For Official Use Only (FOUO) information. The plan, as updated, shall conform to OPSEC program requirements per AFI 10-701, Chapter 8. 4.2 Hazardous Material Identification. Material Safety Data Sheets (MSDS) are required as specified in the latest version of Federal Standard No. 313 (including revisions adopted during the term of the contract) for any other material designated by a government technical representative as potentially hazardous and requiring safety controls. MSDSs must be submitted by the Contractor if required. Failure to provide MSDSs or certificate when requested could result in the Contractor being considered non-responsive and result in termination of the contract. 4.2.1 HAZMART. The government (HAZMART personnel) will inventory all chemicals that the Contractor brings on to EAFB or any property under the control of EAFB. Any products that meet the criteria of "Hazardous Waste" must be bar coded and tracked until permanently removed from government property. The inventory will be performed prior to commencement of work. Criteria for identifying hazardous waste, is contained in Subpart C of 40 CFR, Part 261.
