MARKET SURVEY ANNOUNCEMENT Airport Surface Radar (ASR) Model 9 Clutter Memory Map (CMM) Board Circuit Card Assembly (CCA) The Federal Aviation Administration (FAA) has a requirement for the design and production of the Airport Surface Radar Model 9 Clutter Memory Map Board and Circuit Card Assembly (see attached DRAFT SIR Section C “ Statement of Work). The purpose of this market survey is to: 1. Solicit statements of interest and capabilities from businesses and, 2.Obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms (provide a copy of the SBA 8(a) certification letter, if applicable). Additionally, interested businesses are welcome to provide feedback on the attached draft SIR Sections and technical documents. Submitted questions and comments may be used to further develop the requirement and SIR package. The FAA does not anticipate publishing responses to submitted questions and comments, but reserves the right to follow up with individual businesses. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time. Decisions may be made based upon the information provided by respondents to this market survey. The acquisition strategy for the procurement has not been determined at this time. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor ™s expense. The FAA requests the following from interested vendors: 1. Provide business name, CAGE code, business size for NAICS 334418 Printed Circuit Assembly (Electronic Assembly) Manufacturing and for NAICS 541330 Engineering Services, and any applicable socio-economic categories. 2. Capability Statement - This document should identify: a. Type of services, qualifications and capability to design and manufacture a Form-Fit-Function replacement of the CMM CCA b. Contracts of similar size, scope, and complexity performed within the last five years (elaborate and provide detailed information and past performance). c. Number of years in business d. Proof of certifications for ISO 9001 (e.g. ISO 9001-2008) and IPC-A-610 Class 3. These certifications will be required to be eligible for award. 3. The FAA is contemplating issuing the SIR as a Firm Fixed Price (FFP) contract type. Vendors are encouraged to review the provided data and identify if there is sufficient information to provide a FFP proposal. Vendors are encouraged to identify and comment on the complexity of the CLIN requirements. 4. Feedback, questions and comments concerning the attachments to this market survey. Please use the Attachment 1 Market Survey Comments and Questions Matrix to submit comments or questions on the market survey.
