- Summary: NASA Glenn Research Center intends to exercise Contract Option Period 1 under the authority of FAR 52.217-7: Option for Increase Quantity - Separately Prices Line Item (MAR 1989) for Contract Number 80GRC017C0006 "Sunpower Ruggedized Stirling Convertor" with Sunpower, Inc. This contract was awarded as a result of NASA Research Announcement #NNH16ZDA001N-DPC4RPS: Dynamic Power Convertors for Radioisotope Systems which was issued on the NASA Solicitation and Proposal Integrated Review and Evaluation System (NSPIRES). The award of this contract was not synopsized publically after execution, thus this synopsis of exercising Option Period 1 is required in accordance with FAR 5.301(a). Contract Award Dollar Amount: $3,122,709.00 (Base: $858,451.00, Option 1: $1,817,888.00, Option 2: $371,300.00, Performance Incentive Available: $75,000.00) Contract Number: 80GRC017C0006 Requirements Description: This convertor development effort is in support of NASA's Science Mission Directorate (SMD) and its need for higher-efficiency radioisotope power systems (RPS). The agency seeks to develop power systems with a conversion efficiency of at least 20% at the generator level, which would offer a significant improvement over the current state-of-the-art RPS. Such a power system would require less radioisotope fuel to produce the electricity required by the mission. The majority of science missions are many years in duration, and subject to harsh environments associated with spaceflight. Thus, reliability and robustness of the power system are of utmost importance. Dynamic convertors, such as a Stirling-cycle machine, offer the potential to achieve this conversion efficiency, robustness, and reliability. This contract specifically is focused on realizing such a Stirling-cycle power convertor. The contract effort consists of three phases: Design, Contractor Build and Test, and Government Test. Phase 1 was a fixed-price base period with a period of performance of 6 months to produce a convertor design and perform supporting analysis. Phase 2 is cost-reimbursement option period with a period of performance no longer than 18 months. During this phase the contractor will finalize the convertor design, fabricate at least one convertor, and demonstrate its performance via experiment that includes at a minimum a set of Government-specified tests. The contractor will then deliver the prototype(s) to the Government. Phase 3 is a cost-reimbursement option period and will consist of contractor support and consultation during the Government's independent validation of the prototype. This phase will be focused on demonstrating dynamic conversion technologies that are viable to be incorporated into a future RPS. A performance incentive is available to the contractor for demonstrating unique capabilities within the design and prototype above and beyond stated requirements, that may ensure success within testing.
