- 1.SOURCES SOUGHT ANNOUNCEMENT FOR SECURITY SERVICES SUPPORTING THE USSTRATCOM COMMAND AND CONTROL FACILITY AT OFFUTT AFB, NE A.INTRODUCTION 1.This is a Sources Sought synopsis being conducted pursuant to FAR Part 10, Market Research. This is for planning purposes only and there is no solicitation available at this time. 2.This is an initial step in the planning process for certified, trained, and qualified unarmed security personnel for construction site security at the new USSTRATCOM Command and Control Facility. The contractor shall detect, deter, and report unauthorized personnel, unauthorized vehicular entry, damage, pilferage, removal, destruction, secreting, misappropriation, misuse, theft, or other improper of unlawful disposition of Government and personnel property as well as acts of espionage or sabotage into areas designated by the Contracting Officer's Representative as secure areas as part of the designated construction site. This effort is performed by specialized trained personnel known as Construction Surveillance Technicians (CSTs). CSTs are critical to the construction and facility accreditation IAW Intelligence Community construction security standards. They are trained to operate at the Top Secret/Sensitive Compartmented Information (TS/SCI) level which is obtained through Department of State channels. This is a high demand training course and slots are limited. This puts a strain on CST availability for global construction projects, such as the Sri Lanka and South Korean DOS facilities, that require CST presence. The Government is contemplating award of a Firm Fixed Price Contract. 3.The 55th Contracting Squadron at Offutt Air Force Base, Nebraska, seeks potential sources to provide certified, trained, and qualified unarmed security personnel for USSTRATCOM located in Bellevue, Nebraska. 4.Period of Performance: It is anticipated that the contract period will be approximately 6 months up to a year. 5.The North American Industrial Classification Systems (NAICS) code is 561612, Security Guards and Patrol Services which has a small business standard of $20.5M. B.INFORMATION AND INSTRUCTIONS: 1.All business capable of providing these services are invited to respond. Any information provided to the government as a result of this sources sought synopsis is voluntary and the Government will not pay for any information submitted.
