- Description
- The Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems, intends to issue Request for Proposal (RFP) W15QKN-18-R-0107 for the manufacture and delivery of the M1122A1 Artillery Metal Parts Assembly. The M1122A1 Artillery Metal Parts Assembly is a 155mm High Explosive (HE) Carrier and Training Projectile Body made from hot rolled 1340 steel, has a finished weight of approximately 70 lbs., is approximately 30 inches long, and has a curved exterior. In addition, the M1122A1 Artillery Metal Parts Assembly utilizes a welded rotating band that encircles the body close to the base. For interplant storage and transport, a Shock Attenuating Lifting Plug (SALP) is threaded into the nose cavity and a flexible cover is installed over the rotating band. The associated North American Industry Classification System (NAICS) code for the M1122A1 Artillery Metal Parts Assembly is 332993. The M1122A1 Artillery Metal Parts Assembly shall be manufactured, assembled, inspected, packaged and delivered in accordance with the Government Technical Data Package (TDP) and applicable contract requirements, which will be available upon solicitation release. Competition for this effort will be restricted to the United States and Canada, under the authority of 10 U.S.C. 2304(c)(3), as implemented by FAR 6.302-3, Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services. Offeror(s) receiving an award will be awarded a Fixed-Price with Economic Price Adjustment (FP-EPA) 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government intends to make up to two awards. Each contract will include five one-year ordering periods. The Government intends to procure up to approximately 1,700,000 Artillery Metal Parts Assemblies. Delivery orders will be competed amongst contractors selected for award. This requirement involves technical data marked "Distribution D - Distribution authorized to the Department of Defense and U.S. DoD contractors only." Interested firms are required to submit a signed and completed DD Form 2345, Militarily Critical Technical Data Agreement; AMSTA-AR Form 1350, Technical Data Request Questionnaire; and Non-Disclosure Agreement for Government's consideration to provide the TDP. Contractors must be registered in the System for Award Management (SAM) database by accessing the SAM web site at http://www.sam.gov in order to be eligible for contract award. Please note this notice does not constitute a RFP. The anticipated award is scheduled for 3QFY19. It is expected that the solicitation will be posted in August 2018.
