- Brand Name Specification Combined Synopsis and Solicitation This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Request for Quote (RFQ) number is N66604-18-Q-2478. Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase five (5) NovAtel PwrPak7 Single Antenna Enclosures, seven (7) GNSS-802 Antennas and one (1) GrafNav Post-Processing Software license, as shown below. This requirement is Brand Name specific, no substitutions allowed (see attached Brand Name Specification). CLIN # Description Quantity 0001 NovAtel PwrPak7 Single Antenna Enclosures containing OEM7700. GPS L1/L2, Single Point+DGPS PNT, 20 Hz Data Output Rate, Base Station Corrections + Measurements Part #: PW7700-GDN-LNN-TBN 5 each 0002 NovAtel GNSS-802 L1/L2 GPS+GLONASS, kinematic, zero-offset antenna, TNC connector Part #: GNSS-802 7 each 0003 NovAtel GrafNav/GrafNet Post-Processing Software license including GrafMov moving baseline option. Perpetual license with one-year post-contractual support maintenance. Single-seat, software-based license (No USB Dongle). Part #: SW-PP-R-GNVT-NT 1 each Offerors shall include shipping charges, if applicable, F.O.B. Destination to Newport, RI 02841. This requirement is being solicited as a 100% Small Business set-aside requirement under North American Industry Classification System (NAICS) Code 334511, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The Small Business Size Standard is 1250 employees. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. FAR 52.212-4 "Contract Terms and Conditions-Commercial Items," 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items," and 52.209-11 "Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law" also apply to this solicitation. DFARS 252.204-7008 "Compliance with Safeguarding Covered Defense Information Controls," 252.204-7009 "Limitations on the Use or Disclosure of Third-Party Contractor Reported Cyber Incident Information," 252.204-7015 "Notice of Authorized Disclosure of Information for Litigation Support" and 252.215-7013 "Supplies and Services Provided by Nontraditional Defense Contractors" apply to this solicitation. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Full text of incorporated FAR/DFARS clauses and provisions are available at www.acquisition.gov/far. In accordance with DFAR Clause 252.211-7003 the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government's unit acquisition cost is $5,000.00 or more. If the unit cost is $5,000.00 or more, payment via Wide Area Workflow (WAWF) applies. Electronic Payment through Wide Area Workflow (WAWF) will be used. The Government intends to award a single FFP purchase order to the eligible, responsible offeror whose offer represents the lowest price technically acceptable offer. In order to be determined technically acceptable: (1) the offeror must quote the Brand Name items specified (no substitutions allowed), in their required quantities; and (2) the Government will consider past performance information in accordance with DFARS Provision 252.213-7000 where negative information within the Supplier Performance Risk System (SPRS) may render a quote being deemed technically unacceptable. Defense Priorities and Allocations System ("DPAS") rating of DO-C9 applies. Electronic and Information technology (EIT) Section 508 Compliance applies to the NovAtel GrafNav/GrafNet Post-Processing Software license (CLIN #0003) in accordance with FAR 39.203(a). Electronic and Information Technology exception applies to the NovAtel PwrPak7 Single Antenna Enclosures (CLIN #0001) and the NovAtel GNSS-802 L1/L2 GPS+GLONASS, kinematic, zero-offset Antennas (CLIN #0002) which are for a national security system in accordance with FAR39.204(b). Offerors shall include price, delivery terms, and the following additional information with submissions: point of contact (including phone number and e-mail address), contractor CAGE Code, and contractor DUNS.
