- Description
- The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) seeks Cooperative Research and Development Agreement (CRADA) Partners in the field of radar processing. NSWCDD has developed and patented a radar filter method that can significantly improve radar's ability to detect targets in the presence of clutter. The filtering technique may improve target detection by 10dB or more and is most beneficial when detecting targets whose Doppler frequencies are near the clutter Doppler spectrum. The Dahlgren solution is simple and elegant, employing the radar's own two-way antenna pattern gain characteristics in combination with the clutter-to-noise ratio to maximize the signal to interference ratio for "slow-moving" targets in the clutter spectrum. The necessary calculations can easily be made with a few lines of code on existing hardware platforms. Competing systems are frequently complicated, resource intensive, and require training data to compensate for non-stationary clutter. NSWCDD is seeking partners with which to collaborate to integrate the NSWCDD radar clutter filter method into various radar platforms and systems for weather, aviation, military, or other mutually-beneficial uses. This notice serves as a sources sought synopsis seeking information from companies interested in licensing the patent and capable of supporting the integration of the filtering method into radar platforms. Any company that believes it has the ability to support and develop these metrics can identify is capabilities by submitting the information to Naval Surface Warfare Center, Dahlgren Division, Terry Foreman, Code B42, 18444 Frontage Road, Suite 331, Dahlgren, VA 22448-5161 or terry.foreman@navy.mil. Responses are requested by July 13, 2018. After reviewing the responses, NSWCDD may request a meeting or teleconference with responding companies to gain further insight into their capabilities. NSWCDD is not obligated to hold these meetings with any or all respondents. NSWCDD will not reimburse costs for participation in these meetings, teleconferences or travel. NSWCDD does not intend to pay for the information received. This is neither a Request for Proposals nor an announcement of a forthcoming solicitation. Information received will be considered solely for the purpose of selecting a CRADA Partner having the ability and capability to Partner with NSWCDD.
