Description
The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to issue solicitations of two sole source cost-plus-fixed-fee contracts for support in their performance as Littoral Combat Ship (LCS) Independence and Freedom Variant Software Support Agent (SSA), Combat Management System (CMS) and In-Service Engineering Agent (ISEA). This requirement will be solicited in accordance with the authority of 10 U.S. C 2304 (c) (1) "Only One Responsible Source". Lockheed Martin (Freedom Variant) and General Dynamics (Independence Variant) are the Original Equipment Manufacturers (OEM) for the required reachback support. As the firms with sole access to required proprietary data, OEMs Lockheed Martin and General Dynamics are the only responsible sources able to complete required tasking for the LCS SSA, CMS, and ISEA without substantial duplication of costs to the Government and unacceptable delays in fulfilling requirements. The period of performance is anticipated to be for a total length of sixty (60) months. This notice is NOT a request for competitive proposals. A determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure the subject services. Firms interested in subcontracting opportunities should contact firms directly. This synopsis will close on 06 July 2018. It is anticipated that the solicitation will be issued no later than 09 August 2018 and will be open for 30 business days. Contract award is anticipated at approximately 29 April 2019.
