Description
RFI This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. The information gained will assist in developing the acquisition for Administration Support Services for the National Labor Relations Board (NLRB) Child Care Subsidy Program. The NLRB Office of Acquisition Management is issuing this notice to request feedback from industry about capability of accomplishing the general requirement as follows: General description of requirement: The National Labor Relations Board (NLRB) is seeking a contractor to manage the Agency's Childcare Subsidy Program. Tuition assistance can reduce the amount of tuition parents pay for childcare by providing subsidies directly to the childcare provider. The program complies with H.R. 2590 entitled, "Treasury and General Government Appropriations Act" into Public Law 107-67 which includes permanent legislation authorizing the use of appropriated funds by executive agencies to provide childcare services for federal civilian employees. This legislation provides agencies with the authority to use appropriated funds to improve the affordability of childcare for lower income Federal employees using or seeking to use childcare services. The program is managed consistent with the aforementioned law and the regulations found at 5 CFR Part 792. Focus Areas: 1.Perform all administrative tasks associated with the Childcare Subsidy Program in accordance with Agency program requirements including but not limited to intake, screening, and processing applications, obtaining and reviewing provider documents to ensure licensure compliance, obtaining tax information and determining income eligibility, calculating payment of subsidies based on established criteria, pay invoices, monitor Agency funding, and communicating in writing to applicants, providers, and the Agency when required. 2.Generate and send monthly reports to track the number of employees who qualified for tuition assistance and their grade levels; the number of children enrolled as a result of receiving subsidy; and the number of applications pending; the amount of tuition assistance each recipient is qualified to receive, and the amount dispersed to the childcare provider; the name and location of childcare providers receiving funds for tuition assistance; and, the remaining balance of the Agency's funds and the amount needed for the next quarter to cover projected disbursements. 3.Maintain confidentiality of all of the information contained in the Childcare Subsidy Program applications and correspondence by use of electronic password protected documents. The objectives of this requirement must be met by professional personnel who are highly skilled and that are keenly aware of the sensitivity associated with the information and areas in which they are performing. The anticipated period of performance for this requirement is five (5) years; a 12-month base period, and four (4) 12-month option periods. Service is anticipated to commence on approximately October1, 2018. To this end, the NLRB Office of Acquisition Management is seeking the following information from small business concerns under the North American Industry Classification System (NAICS) code 541611 - Administrative Management and General Management Consulting Services- with a size standard of $15 million: 1)Briefly identify your firm's capability to perform the Focus Areas as listed above. Provide information that demonstrates the extent of your experience performing the same or similar work for other federal Agencies during the last three (3) years. Please indicate the contract number, value, length of time same or similar work has been performed, and if the work was as a prime or subcontractor. 2)Please describe your staff's knowledge and experience with performing/overseeing same or similar work and your capacity to provide support for this contract. 3)Briefly describe your transition plan for transitioning this contract from a previous vendor to your company should you be awarded this contract. A detailed transition plan is NOT required. 4)Provide information on any GSA Federal Supply Schedule Numbers to include SINs. 5)What information would you need from NLRB in order to prepare a pricing proposal? INFORMATION SUBMISSION INSTRUCTIONS: The response to this notice is limited to five (5) single sided pages (including all attachments, charts, etc.) and should also include an indication of current small business status, as well as the eligible business concern's name, point of contact, address, and cage code. All responses to this notice must be submitted electronically (via e-mail) to Julie Yarbrough, Contract Specialist, at julie.yarbrough@nlrb.gov. Facsimile responses will not be accepted. COMMON CUT-OFF TIME/DATE: Capability statements with respect to the information above are due no later than 10:00 a.m. (EST) on July 3, 2018. Capability statements received after this date and time may not be considered. DISCLAIMER AND IMPORTANT NOTES: This RFI is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Government. This notice does not obligate the Government to award a contract or otherwise pay for the information provided by the vendor in this response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any concern responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the concern's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation MAY be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. As a result of this notice, the Government MAY issue a Request for Proposal (RFP). There is no solicitation available at this time. However, should such a requirement materialize, no basis for claims against the Government shall arise as a result of a response to this RFI or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The Government will NOT accept requests for meetings or briefings. No phone solicitations or email with regards to the status of the RFP will be accepted prior to its release. Information and materials submitted in response to this notice WILL NOT be returned. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
