Special Notice06-19-2018 36C77618Q9167 SOURCES SOUGHT INTRODUCTION: The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is conducting a Sources Sought to potentially award a contract to acquire an Advanced Mail System for the mailroom located at 2500 Lakemont Ave, Orlando Florida 32814. REQUIREMENT: Interested contractors shall provide the information requested along with a capability statement that meets the requirements outlined in Attachment 1. The objective of this sources sought is to assist in our market research for potential suppliers to purchase an advanced mail system, thus lowering the time that it takes to mail required letters for the department. Initial training will be required of the mail system, as well as 1 years service maintenance. The training should be primarily face-to-face with the option for virtual training opportunities as needed. Training should include support material on the use of their mail machine, as well as hands on use of the mail machine to include troubleshooting procedures. (See Attachment 1 more information). ADMINISTRATIVE: The VHA, PCAC intends on awarding this contract pursuant to the authority of FAR 12 Acquisition of Commercial Items. It is anticipated that a single award, firm-fixed-price contract will be awarded in accordance with Federal Acquisition Regulation (FAR) Parts 12 and FAR 13. The applicable NAICS code is 333318 with a size standard of 1000 employees. DISCLAIMER: Responsible sources may identify their interest and capability to respond to the requirement by submitting a capability statement in accordance with the procedures state herein (see Attachment 1). This notice of intent is not a request for competitive quotations; however, responses received by the allotted due date after the date of publication of this synopsis, will be considered by the Government. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is considered market research and is looking for Original Equipment Manufacturers (OEM) or authorized distributors, with consideration for Small Disadvantaged Veteran Owned Small Businesses, Veteran Owned Small Businesses, or other small business categories. All business categories are encouraged to respond. The VHA, PCAC intends on awarding this contract pursuant to the authority of FAR 12 Acquisition of Commercial Items, and FAR 13 Simplified Acquisition Procedures. Description of Requirement The Veterans Health Administrations (VHA), Program Contracting Activity Central (PCAC) requires a contractor to provide an Advanced Mail System that meet the following minimum standards; MINIMUM TECHNICAL SPECIFICATIONS 60 letters per minute or better while using weight and size based metering based on 1oz #10 envelopes 110 letter per minute or better in batch mode based on 1oz #10 envelopes Max envelope thickness processing and sealing of at least 5/8 inch or better Unit will need to connect to the Internet via a high speed data connection Integrated weighing platform to accommodate up to 10 pounds Ability to support either gummed pressure sensitive postage tape rolls or Self-adhesive tapes rolls. 100 department accounting Accounting information can be downloaded on thumb drive and imported into excel Integrated IMpb compliant label printer It is a requirement that the equipment and associated technology be able to take advantage of full service IMpb through the USPS including Commercial Based Pricing Discounts, providing end-to-end tracking information, get status from every scan point, Free Insurance on Priority Mail and Priority Mail Express and keeping compliant for future USPS ® features, products, and services directly through the mail machine without having to connect a separate PC to the network. Proposed equipment and associated technology allows  the Government to fund one postage metering account to cover all US Postal Service transactions processed by all equipment at this location Equipment and associated technology meets US Federal Government Mandate to be IPv6 compliant. Offerors technical description of the Mail/Postal Meter Machine being offered may include product literature, a written narrative on company letterhead or other documents that confirms compliance with each of the Minimum Technical Specifications reference above. The offerors will also include a copy of what is included in their standard preventative maintenance schedule that will be provided to the government for the first year after purchase of the mail system. The Contractor shall furnish, deliver and install the Mail Postal Meter Machine at Department of Veterans Affairs, FCCPAC location/facility within thirty (30) calendar days after receipt of Notification of Award. Upon delivery and installation of the Mail/Postal Meter Machine to the (FCCPAC) location/facility the contractor shall, at no additional charge or cost to the Department of Veterans Affairs, provide Orientation Hands-on Training to no less than four (4) VA staff-persons (Key Operators) in the operation and performance of the equipment. The Contractor shall also provide all required training materials, books, pamphlets and all other materials required to conduct the training. The contractor will provide for the first twelve (12) months after the equipment has been fully installed and accepted by the Department of Veterans Affairs, Scheduled Preventative Maintenance Service (e.g., cleaning, lubricating, adjusting, and replacing parts when needed) to ensure that the equipment is operating in accordance with the Original Equipment Manufacturer (OEM) recommendations and standards. The VHA, PCAC anticipates a single award, firm-fixed-price contract in accordance with Federal Acquisition Regulation (FAR) Parts 12. The applicable NAICS code is 333318 with a size standard of 1000 employees. Capability Statement General Instructions Questions Questions shall be submitted electronically via email to John.Schiffhauer@va.gov no later than 2:00p.m. EST June 21, 2018. The subject line of the email shall start with [Advanced Mail System]. Submission Capability statements shall be submitted electronically via email to John.Schiffhauer@va.gov. Only electronic responses will be accepted. Responses shall be received on or before June 25, 2018 at 12:00 PM (EDT). Late responses shall not be accepted. Submission Instructions Format The response shall be in Arial or Times New Roman fonts. Characters shall be set at no less than normal spacing and 100% scale. Font size shall be no smaller than 12-point. The response must be submitted as a single application-generated (not scanned) PDF document that is less than or equal to 7MB in size. Capability Information Requirements: Respondents shall provide a general capabilities statement: (A) Respond to the minimum technical qualifications in paragraph B1 in a written response, with literature and/or technical brochures as documentation. Exceeding the minimum requirements is acceptable. Neither unsolicited proposals nor any other kinds of offers will be considered in response to this notice. No evaluation letters and/or results will be issued to the respondents; however, the Government does reserve the right to contact any respondent and/or respondent reference to obtain additional information. At this time, no solicitation exists; therefore, please do not request a copy of the solicitation. Any resulting procurement action will be the subject of a separate, future announcement. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this specialist notice.
