- This is a total small business set-a-side combined synopsis/solicitation. The U.S. Geological Survey (USGS) has a requirement for services to install electric trolling valves with interface kit on the reduction gears and a smart command electronic propulsion control system with a display at the pilothouse control station on the government owned 48 foot Research Vessel Turning Tide This combined synopsis/solicitation for a firm fixed price commercial service contract is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued. The solicitation number is 140G0318Q0097 and is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-98, effective 31 May 2018. Please see solicitation with CLINS, technical specifications, provisions, and clauses. All questions pertaining to this solicitation must be submitted to the Contracting Officer by 3:00pm ET on June 25, 2018. Quotations are due no later than 3:00pm ET on June 28, 2018. The Government anticipates award of a commercial, Firm-Fixed Price type contract on or about June 29, 2018. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. It is the responsibility of all interested parties to check back periodically for any amendments to the synopsis or solicitation. In order to comply with the debt collection improvement act of 1966, all contractors must be registered and have an active registration in the System for Award Management (SAM) to be considered for an award of a federal contract.
