- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER. Notice Number W91ZLK-18-Q-0001. The Army Contracting Command Aberdeen Proving Ground, Tenant Contracting Division (ACC-APG TD), 6565 Surveillance Loop, Aberdeen Proving Ground MD 21005-1846, in support of Software Engineering Center Intelligence, Electronic Warfare & Sensors Directorate (IEWSD), Intelligence Ground Station Software Branch (IGSSB), located at Aberdeen Proving Ground, has a requirement for a firm fixed price purchase order to refurbish the Demand Assigned Multiple Access (DAMA) Orderwire Control Channel Trainer/Simulator (DOCCT/S) chassis and ruggedized laptop, with the below part numbers in CLIN 0001. This acquisition can only be procured through ViaSat Inc. The DOCCT/S unit is manufactured by ViaSat Inc. The government furnished equipment (GFE) Laptop, which runs the DOCCT/S unit is also custom made by ViaSat, Inc. ViaSat has the proprietary rights to the application software on the laptop. ViaSat Inc. does not license the software to any other vendors/distributors and is the only manufacturer capable of accessing and working the application software's source code. Only ViaSat Inc. can ensure any refurbishments to the GFE laptop will function properly and operate the DOCCT/S unit as required. The associated North America Industry Classification System (NAICS) Code is 334290 and the Business Size Standard is 750. The government intends to award a firm fixed price, sole source purchase order, using Federal Acquisition Regulation FAR Part 13. Sole Source Justification Authority is in accordance with FAR Part 13.106. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 4:00 PM Eastern Time, June 26, 2018. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
