Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. NO SOLICITATION WILL BE AVAILABLE AT THIS TIME. THE PURPOSE OF THIS ANNOUNCEMENT IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED CONCERNS DOING WORK UNDER NAICS 237990. ANY POTENTIAL COMPETITIVE SOLICITATION(S) THAT MAY PROCEED FROM THIS NOTICE WILL BE POSTED TO FEDBIZOPPS. ALL INTERESTED OFFERORS WILL HAVE THE OPPORTUNITY TO RESPOND TO A SOLICITATION ANNOUNCEMENT AT A LATER TIME IF AND WHEN A SOLICITATION IS ISSUED. The proposed project is for the Seawall construction/rehabilitation work. 1. Description of project: A.Proposed project is for construction/rehabilitation of the Seawall system at Montauk Point Lighthouse, Suffolk County, New York. B.The project will include the rehabilitation of The revetment will be rehabilitated to protect the lighthouse and associated cultural resources situated on top of the bluff from damage due to erosion and wave impact from ocean waves and storm surge. The proposed approximately 1,000 linear feet stone revetment work consists of a placement of a double layer of 12-18 ton armor stone overlaid on an existing 5-10 ton armor stone revetment. Top of bluff elevation is approximately 65 ft. NAVD88. The rehabilitated cross-section will be an approximately 12-ft wide horizontal stone bench. The top rock bench will be approximately 20-ft wide. A stone splash apron constructed of 1-2 ton stone underlain by a geotextile mat completes the typical cross-section. Plantings supported by timber terracing currently stabilize the slope above the splash apron, and will be retained. The work includes removal and re-arrangement of existing stone as needed to construct the rehabilitated cross-section. New underlayer sized stone will be placed as needed to allow for placement of new armor stone. The toe of the revetment will be keyed into existing rock bottom. There are significant amounts of stone from earlier revetments presenting at the toe of the structure. Construction access will be from the beach north and south of the existing revetment. New armor stone quantities are anticipated to be between 50,000 and 70,000 tons. The contract value is estimated between $16 million to $25 million. Award is projected in October 2018 and November 2018. Estimated project duration is 580 days. 2. Responses to this sources sought will be used by the Government to make an appropriate procurement decision. All firms (large or small business) should respond to the project if they are interested in performing it. 3. The North American Industry Classification System (NAICS) code is 237990 (Other Heavy and Civil Engineering Construction). The Small Business Size standard is $36,500,000. 4. Experience 6)What is the largest seawall rehab contract (in cubic yards) on which you were the prime contractor? 7)Have you worked on any projects on Montauk, Long Island, NY? How have you dealt with the limitations to transportation and vehicular access? 8)Have you performed seawall contracts on the Atlantic Coast of the United States? If so, please provide a list and description of at least 3 contracts of similar size, magnitude, and complexity. Description shall include size, cost, technical qualifications of staff, any customer feedback received, and a narrative of any complexities encountered. Equipment 9)What type of dredging equipment do you forecast using? 10)What is the delivery capacity per day of that equipment? 11)What land-based equipment do you intend on using? This includes paying all fees and obtaining all permits required for the work. SURVEY OF THE CONSTRUCTION CONTRACTOR INDUSTRY The following is a confidential survey questionnaire designed to apprise the US Army Corps of Engineers, NY District, of any prospective construction contractors' project execution capabilities. Please provide your response to the following questions. At the end of this survey you will be asked to provide your comments. 5.
