Description
This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on June 29, 2018, posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov and the FedConnect website https://www.fedconnect.net/. No documents will be available until the solicitation is issued. The Bureau of Reclamation currently operates and maintains ground water drainage wells and associated water conveyance systems in and around Yuma County. Reclamation has a Bypass Drain located in the Yuma, Arizona convey agricultural drainage flows from farmland to the Colorado River and its tributaries or in Mexico. Reclamation is responsible for maintaining the integrity of the existing structures and conveyance system including siphons, inlets and diversions, gates, and linings. The existing system has been in continuous service for an excess of 20 years and is showing signs of moderate to severe concrete deterioration and spalling along the canal at the concrete panels. The proposed work will include any required saw cutting, demolition, and removal of designated sediment material and trash inside the canal prism, the removal of concrete canal lining panels, legal disposal of demolished materials. Earthwork for new concrete lining panels, concrete lining expansion joint construction and installation, removing of old joint sealant and furnishing and installing new approved sealant and expansion joint. Nuisance water may happen during construction. The contractor will be responsible for handling any nuisance water during construction. A pre-proposal site visit is scheduled for July 10, 2018, at 9:00 AM, local time for Yuma Arizona. Participants will meet at the Yuma Area Office 7301 Calle Agua Salada Yuma, AZ 85364. Notification requirements are due at least one (1) day before the date of the site visit, parties planning to attend the site visit must send the company name, and names of attendees, in writing, to: Kathy Berry, Contract Specialist, at kberry@usbr.gov. This requirement is restricted as 100% Small Business Set-ASide. The North American Industry Classification System (NAICS) Code for this acquisition is 237990, Other Heavy and Civil Engineering Construction with a corresponding small business size standard of $36.5M. The estimated magnitude is $100,000 to $250,000. This requirement will be solicited and awarded using the method outlined in FAR Part 14 Sealed Bidding. Award is anticipated by the end of July 2018. The resulting contract will be a firm fixed price construction type. The contract performance period is approximately 90 days from the notice-to-proceed. Bid Bond, Payment and Performance Bonds are required. The solicitation and any amendments to the solicitation will be available only through Federal Business Opportunities (FBO) (www.fedbizopps.gov) website and the FedConnect website (https://www.fedconnect.net/). All proposals, bid bonds, and other normal documents required for the proposal submittal, including amendments to the proposal, shall be in the paper medium. Electronic medium for the proposal documents will not be allowed. All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted.
